Scheme Introduction: A Brief Overview
The Himachal Pradesh E Taxi Self Driving Scheme is a self-employment scheme launched by the Government of Himachal Pradesh under the Rajiv Gandhi Swarozgaar Start-up Yojana-2023 (RGSSY-2023). The scheme has been introduced to help educated unemployed youth become self-reliant by owning and operating electric taxis. Instead of only providing financial assistance, the Government also creates an employment opportunity by engaging the purchased e-taxis with Government Departments and other Government institutions. This enables beneficiaries to earn a regular monthly income while promoting clean and environment-friendly transportation across the State.
One of the biggest advantages of the scheme is the financial support provided for purchasing an electric taxi. Eligible beneficiaries receive a 50% subsidy on the ex-showroom price of an approved e-Taxi. The remaining cost of the vehicle can be arranged through a bank loan and the beneficiary's own contribution as prescribed under the scheme. After completing all formalities and executing the required Tripartite Agreement, the Government releases the subsidy directly to the financing bank, making it easier for unemployed youth to purchase an electric vehicle without bearing the full financial burden.
The Himachal Pradesh E Taxi scheme is available to bona fide residents of Himachal Pradesh aged between 23 and 45 years. Applicants must be unemployed and have an annual family income of not more than ₹3 lakh. They should possess a valid Commercial Driving Licence, fulfil the prescribed driving experience requirement, and be registered with an Employment Exchange with a valid X-10 Card. The Government selects beneficiaries through application scrutiny, document verification, a driving skill assessment, district-wise merit preparation, and approval by the competent committee.
After selection, the beneficiary's e-Taxi is attached to a Government Department, Local Authority, Board, Corporation, University, Autonomous Body, or other Government institution for an initial period of 5 years. The engagement may be extended for up to 2 additional years based on satisfactory performance and Government requirements. During this period, beneficiaries receive monthly payments for providing transportation services, allowing them to establish a sustainable source of self-employment while contributing to the State's green mobility initiative.
To receive Himachal Pradesh E Taxi Self Driving Scheme benefits, the Government has invited online applications under the revised comprehensive guidelines issued on 18 April 2026. Eligible applicants can submit the Himachal Pradesh E Taxi Self Driving Scheme Online Application Form through the official portal up to 16 June 2026. Applicants should complete the registration process, upload all required documents, and submit their application before the last date to be considered for selection under the scheme.

Complaint
Since I have been trying to open Rgssy.com from the very first day, this website hasn't exited. For this, I raised a complaint on the CM helpline, then I was updated by officers that all the forms were already filled and the second lot would be filled in the coming months. That day and today I called them 100 times, but no one pickup calls. I don't know how this system is working.
