Scheme Introduction: A Brief Overview

Jharkhand Mukhyamantri Kanyadan Yojana is a state-funded marriage assistance scheme implemented by the Department of Women, Child Development and Social Security, Government of Jharkhand. Under the scheme, eligible daughters from economically weaker families receive a one-time financial assistance of ₹30,000 at the time of their marriage. The entire amount is transferred directly into the bride's savings bank account, ensuring that the benefit reaches the intended beneficiary without intermediaries.

The state government launched this scheme to deal with some deep-rooted social problems. Many families still look at daughters as a burden, the number of girls keeps falling compared to boys, and poor households often marry their daughters off at a very young age. To fight these issues, the scheme works with two clear objectives: economic empowerment of women and ending the practice of child marriage. Conditions such as a registered marriage, a no-dowry declaration, and the girl's name in the voter list push families towards legal, age-appropriate, and dowry-free marriages.

The Mukhyamantri Kanyadan Scheme covers daughters of families in Jharkhand holding an Antyodaya Anna Yojana card (yellow), a Priority Household card (pink), or a K-Oil ration card (white). These ration card categories identify families living below the poverty line.

The family must also stay outside 14 exclusion criteria, such as owning a motor vehicle, a refrigerator or a landline phone, having a government employee in the family, or paying income tax. Widows who remarry can also take the benefit, while orphan girls and former residents of observation homes get relief from the ration card condition if they submit a Child Welfare Committee certificate.

The Chief Minister Kanyadan Yojana follows a simple offline process. The applicant fills the prescribed form and submits it at the office of the Child Development Project Officer (CDPO) within one year of marriage. A Supervisor of the child development project physically verifies the beneficiary, the CDPO sends the application with a recommendation to the District Social Welfare Officer (DSWO), and after approval, the DSWO office withdraws the amount from the treasury and credits it to the girl's bank account.

In addition to providing financial assistance for the marriage of girls under the Mukhyamantri Kanyadan Yojana, the Jharkhand government also supports their education and overall empowerment through the Jharkhand Savitribai Phule Kishori Samridhi Yojana, under which Eligible girls receive up to ₹40,000 in instalments (₹2,500 each in Classes 8 & 9, ₹5,000 each in Classes 10–12, and ₹20,000 at 18–19 years). Scheme Benefits

Under the Jharkhand Mukhyamantri Kanyadan Scheme, beneficiaries receive the following key benefits:

• Assistance Amount: ₹30,000 per eligible girl.
• Payment Frequency: One-time assistance on marriage.
• DBT: The amount goes straight into the girl's own savings account through ABPS, NEFT, RTGS, or PFMS.
• Financial Independence: The bride gets money in her own name.
• Check on Child Marriage: Compulsory marriage registration discourages underage marriage.
• Dowry-Free Marriage: The family must declare that it did not give dowry.
• Widow Remarriage Support: Widows who remarry can also apply.

Eligibility Requirements

To qualify for the benefit under the Mukhyamantri Kanyadan Scheme, an applicant must fulfil all the following conditions:

• The girl must belong to a family living below the poverty line in Jharkhand.
• The girl, her mother, or her father must hold a Jharkhand AAY (yellow), PHH (pink), or K-Oil (white) ration card. A copy of the ration card is mandatory.
• The girl's name must appear in the voter list of Jharkhand.
• The girl must have an Aadhaar card.
• The marriage must be registered.
• Remarriage is not covered, but widow remarriage is allowed.
• The application must reach the office within 1 year of marriage.

Relaxation for Orphan Girls

Orphan girls and girls who earlier lived in an observation home do not need a ration card. They must, however, submit a certificate from the Child Welfare Committee.

Who is Not Eligible?

A family cannot take the benefit if it falls under any one of these 14 exclusion criteria.

• Owns a motor vehicle (two-, three-, or four-wheeler) or a fishing boat.
• Owns mechanised three- or four-wheeler farm equipment.
• Holds a Kisan Credit Card with a credit limit above ₹50,000.
• Has any member working as a government employee.
• Runs a non-agricultural enterprise registered with the government.
• Has any member earning more than ₹10,000 per month.
• Pays income tax.
• Pays professional tax.
• Lives in a house with three or more rooms with pucca walls and roof.
• Owns a refrigerator.
• Owns a landline phone.
• Owns more than 2.5 acres of irrigated land along with one irrigation equipment.
• Owns 5 acres or more of land irrigated for two or more crop seasons.
• Owns at least 7.5 acres of land with at least one irrigation equipment.

Submit the application at the office of the Child Development Project Officer of your project area. For help, you can also contact the District Social Welfare Officer (DSWO) office of your district.

• First, visit your CDPO office and collect the prescribed application form.
• Enter the girl's details, family details, ration card details, marriage details, and bank account details carefully.
• Fill and sign the no-dowry declaration and the 14 exclusion criteria declaration. Submit both in original.
• Attach self-attested copies of all required documents.
• Hand over the completed form at the CDPO office within one year of marriage.

Verification and Payment Process

After submission, the application moves through these official stages.

• Physical Verification: The Supervisor of the project physically verifies the applicant.
• CDPO Recommendation: If the applicant is found eligible, the CDPO forwards the application and documents with a recommendation to the DSWO.
• Scrutiny and Approval: The DSWO reviews the application and grants approval.
• Release of Funds: The DSWO office withdraws the amount from the treasury.
• Payment: The amount reaches the girl's bank account through ABPS, NEFT, RTGS, or PFMS.
