Scheme Introduction: A Brief Overview

The Maharashtra Annasaheb Patil Loan Yojana is a self-employment support initiative run by the Annasaheb Patil Arthik Magas Vikas Mahamandal Maryadit, Mumbai, a state corporation that works under the Planning Department of the Government of Maharashtra. The state government set up this corporation on 27 November 1998 to encourage entrepreneurship and create self-employment opportunities for economically backward people of Maharashtra.

Under this scheme, the corporation does not hand over the loan itself. Instead, an eligible applicant takes a business loan from a bank, repays the instalments on time, and the corporation pays back the interest on that loan directly into the beneficiary's bank account. In practice, this turns a regular bank loan into an almost interest-free business loan for young entrepreneurs.

The objective of the Annasaheb Patil Loan Scheme is to help economically weaker youth, mainly from the Maratha community and from those categories for which no other corporation operates in the state, start their own businesses and stand on their own feet. Many young people have viable business ideas but struggle to arrange funds due to the burden of bank interest. To address this challenge, the Maharashtra Government introduced three revised financial assistance schemes, replacing the earlier Seed Capital Loan Scheme and Group Project Loan Scheme.

The corporation started implementing these schemes online on 2 February 2018. Currently, it operates the Individual Loan Interest Reimbursement Scheme (IR-I) and the Group Loan Interest Reimbursement Scheme (IR-II), while the Group Project Loan Scheme (GL-I) is temporarily suspended.

Under IR-I, an individual can take a business loan of up to ₹15 lakh, and the corporation reimburses interest of up to ₹4.5 lakh, calculated at a maximum interest rate of 12% per annum. The government raised this limit from ₹10 lakh to ₹15 lakh. Under IR-II, groups such as Self-Help Groups, partnership firms, cooperative societies, companies, LLPs and Farmer Producer Organisations can get interest reimbursement on group loans of up to ₹50 lakh, subject to a reimbursement ceiling of ₹15 lakh. The entire process runs online on the Udyog MahaSwayam portal, where applicants register with Aadhaar and generate an online eligibility certificate called the Letter of Intent (LOI).

The Annasaheb Patil Loan Scheme works in a simple sequence. First, the applicant registers on the official portal and applies online. Within seven working days, the corporation informs the applicant through SMS whether he or she is eligible. Eligible applicants then download the LOI and approach a bank with it. After the bank sanctions and disburses the loan, the beneficiary pays every EMI on time, uploads the bank-certified repayment proof, and claims the interest.

The corporation verifies the claim and credits the interest part of each EMI to the beneficiary's Aadhaar-linked account. The LOI must be generated before the loan sanction date, and the beneficiary must upload photos of the running business within six months of starting it.

Apart from the Maharashtra Annasaheb Patil Loan Yojana, the state government also runs other initiatives to promote entrepreneurship, including the Punyashlok Ahilya Devi Holkar Women Startup Scheme, which provides financial assistance to women-led startups, and the Maza Ladka Bhau Yojana, which offers skill training and monthly stipends to eligible youth to improve their employment prospects. Interested applicants can check the complete details of both schemes here.
