Scheme Introduction: A Brief Overview

Owning a home is a universal dream. In Maharashtra, thousands of families still live in kutcha houses and slums, hoping for a pucca house someday. The state government launched the "Modi Awas Gharkul Yojana" to turn this dream into reality for Other Backwards Class (OBC) and Special Backwards Class families.

The scheme was announced in the 2023-24 state budget on March 9, 2023, with an ambitious target of constructing 10 lakh houses over three years. Initially launched for OBC families on July 28, 2023, the government expanded it to include Special Backwards Class (विशेष मागास प्रवग) on September 27, 2023. The total budget allocation stands at Rs 12,000 crore.

Maharashtra already runs several housing schemes like Ramai Awas Yojana, Shabari Awas Yojana, Yashwantrao Chavan Mukt Vasahat Yojana, and Adim Awas Yojana for Scheduled Castes, Scheduled Tribes, and other categories. However, OBC and Special Backwards Class families had no dedicated scheme. The Modi Awas Gharkul Yojana bridges this gap.

Under this scheme, beneficiaries receive Rs 1.20 lakh for house construction in plain areas and Rs 1.30 lakh in hilly regions. The assistance is transferred directly to beneficiaries' bank accounts through the Public Financial Management System (PFMS). The minimum house size required is 269 square feet.

The scheme targets three specific groups: families on the Awas Plus waiting list, those rejected by the automatic system, and families recommended by the District Selection Committee. Priority goes to widows, abandoned women, flood-affected families, disaster victims, and persons with disabilities.

Beneficiaries also get additional benefits. They can avail Rs 12,000 for toilet construction under Swachh Bharat Abhiyan and 90-95 days of wage assistance under MGNREGA. Landless families can receive up to Rs 50,000 to purchase land (up to 500 sq ft) under the Krantijyoti Savitribai Phule Gharkul Space Purchase Scheme.

The government plans to construct 3 lakh houses in 2023-24, 3 lakh in 2024-25, and 4 lakh in 2025-26. The Other Backwards Bahujan Welfare Department manages the scheme, while the State Management Cell-Rural Housing handles implementation. Application form for Modi Awas Gharkul Yojana can be submitted offline through Gram Sabhas, followed by site inspection and document verification before releasing funds in instalments.

Eligibility Requirements

• Beneficiaries who meet the below-mentioned eligibility conditions are eligible to receive the benefit of Modi Awas Gharkul Yojana :-
  • Applicant must belong to Other Backward Class (OBC) or Special Backward Class (विशेष मागास प्रवग) of Maharashtra.
  • Minimum 15 years of continuous residence in Maharashtra state.
  • Annual family income must not exceed Rs 1.20 lakh.
  • Should not own any pucca house in the applicant's or a family member's name anywhere in the state.
  • Must possess own land or government-allotted land, or have an existing kutcha house on the site.
  • Minimum land requirement of 269 square feet for house construction.
  • Should not have availed benefits under any central or state government housing scheme.
  • Benefit available only once per family.
  • Must not be included in the Permanent Waiting List (PWL) under PMAY-G.

Steps to Apply

• The Government of Maharashtra announced the Modi Gharkul Awas Yojana in their budget of 2023-2024.
• Beneficiaries of the following categories are eligible to apply for the scheme : -
  • Beneficiaries in the waiting list of Awas Plus or rejected due to the automatic system and recommended by the District Selection Committee are eligible for this scheme.
• Obtain the Modi Awas Gharkul Yojana application form from your local Gram Sabha or Gram Sevak office.
• Fill in all required details carefully in the application form.
• Attach all necessary documents as per the scheme requirements.
• Submit the completed application form to the Sarpanch or Gram Sevak at your Gram Panchayat office.
• Authorities will conduct a site inspection and document verification.
• After approval, the assistance amount will be credited to your bank account in instalments through PFMS.

Application Process Details

• Eligibility Categories: The scheme targets beneficiaries on the Awas Plus waiting list, those rejected by the automatic system, and families recommended by the District Selection Committee.
• Gram Sabha Screening: After submission, Gram Sabha conducts initial screening and prepares an eligible applicants list based on priority criteria.
• Priority Beneficiaries: Preference given to widows, abandoned women, female family heads, flood-affected families, communal riot victims, natural calamity-affected persons, and persons with disabilities (5% quota reserved).
• Taluka Level Verification: Block Development Officer (Gat Vikas Adhikari) verifies applications before forwarding to the district level.
• District Selection Committee: Final approval by a committee comprising the CEO Zilla Parishad (Chairman), Project Director DRDA (Member), Sub-Engineer/Branch Engineer DRDA (Member), and District Officer OBC Welfare Department (Member Secretary).
• Committee Review: The district committee reviews proposals every three months or as needed and prepares taluka-wise approved beneficiary lists.
• Site Inspection: Mandatory inspection to verify land details, assess construction suitability, and confirm a minimum 269 sq ft area requirement.
• Document Verification: Officials verify all original documents during site inspection. Beneficiaries must provide accurate information and site access.
• Sanction Orders: After successful verification, authorities issue approval and sanction orders.
• Fund Disbursement: Assistance released through PFMS in instalments - first after sanction, subsequent based on construction milestones, final after completion verification.
