Scheme Introduction: A Brief Overview

The Meghalaya Government launched the CM LIGHT Scheme on the occasion of International Workers' Day as part of a major labour welfare initiative aimed at supporting construction workers and strengthening social security in the state. The term CM LIGHT stands for "Chief Minister's Labour Income Grant and Health Transformation". Chief Minister Conrad K. Sangma announced the scheme while recognising the significant contribution of workers in building Meghalaya's infrastructure, roads, homes, and economic future.

Under the CM LIGHT Scheme, the state government will provide direct financial assistance of Rs 5,000 to eligible construction workers through Direct Benefit Transfer (DBT). According to official announcements, around 11,000 workers are expected to receive assistance during the initial phase of implementation. The scheme has been designed to provide immediate financial relief and improve the economic stability of labourers and their families.

The initiative reflects the Meghalaya Government's commitment to recognising the dignity of labour and ensuring inclusive development for workers engaged in the construction sector. Many labourers in the unorganised sector face irregular income, limited access to social security, and financial uncertainty. Through the CM LIGHT Scheme, the government aims to provide additional support and improve the welfare of registered workers across the state.

During the launch event, the Meghalaya Government transferred the financial assistance directly to the bank accounts of eligible construction workers through the Direct Benefit Transfer (DBT) system. Since the beneficiaries were already registered with the Meghalaya Building and Other Construction Workers Welfare Board (MBOCWWB), the government likely used the existing worker database along with verified bank account details to release the funds.

The CM LIGHT Scheme was launched along with several other worker-focused initiatives introduced by the Meghalaya Government. These include the Startup Toolkit Support Scheme for self-employment opportunities, the ENABLE programme for educational support to workers' children, the BUILD initiative for community infrastructure development, and the Digital Labour Chowk App for better access to jobs and welfare schemes.

In addition, the government also announced that the premium of central government initiatives, such as Pradhan Mantri Shram Yogi Maandhan (PM-SYM), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), and Pradhan Mantri Suraksha Bima Yojana (PMSBY), will be borne by the Welfare Board. These combined initiatives aim to create a stronger welfare ecosystem for construction workers and their families in Meghalaya.
