Scheme Introduction: A Brief Overview
The Mizoram Bana Kaih (Handholding) Scheme was launched on 19 September 2024 by the Government of Mizoram to provide financial, technical, institutional and other support to eligible citizens for developing sustainable livelihood and business activities. The Planning & Programme Implementation Department, Mizoram serves as the nodal department for the scheme. The scheme identifies eligible individuals, groups and organisations as Progress Partners and provides them with handholding assistance to establish, expand and sustain viable projects. The scheme covers activities that can generate employment, address community needs and support sustainable economic development.
The Government of Mizoram has now launched the third phase of the Bana Kaih Scheme, known as Bana Kaih 3.0, on 18 September 2026. The Phase-III framework expands the handholding support available to selected Progress Partners through loan assistance, interest subvention, guarantee support, the Chief Minister Special Package, capacity-building training, technical guidance, market support, venture capital and rehabilitation assistance. Under Mizoram Bana Kaih 3.0, eligible selected Progress Partners can access bank loans of up to ₹50 lakh for eligible livelihood and business projects. The Government provides 100% interest subvention on eligible loans, subject to the prescribed conditions, including proper utilisation and timely repayment. Guarantee support is available according to the project category, with limits of up to ₹50 lakh for manufacturing, ₹20 lakh for services, ₹10 lakh for livestock and ₹10 lakh for grocery or petty trade. Agriculture and allied activities can receive interest subvention up to ₹2 lakh.
The Chief Minister Special Package under the current Phase-III guidelines provides a project-based grant of up to ₹50,000 in exceptional cases where a Progress Partner has a viable livelihood project but cannot avail loan support.
