Scheme Introduction: A Brief Overview

Higher education can help students build successful careers and create better opportunities for the future. However, the rising cost of college, university and professional education can place a significant financial burden on students and their families. To address these challenges and help eligible students continue their studies, the Government of India introduced the Pradhan Mantri Uchchatar Shiksha Protsahan (PM-USP) Yojana. The scheme aims to make higher education more accessible by providing financial assistance to students who need support to pursue their educational goals.

The main objective of PM-USP Yojana is to encourage students to continue higher education, support meritorious students from economically weaker families and reduce the financial difficulties associated with educational expenses. It also seeks to lessen the burden of education-loan interest and improve access to higher-education opportunities for eligible students from Jammu & Kashmir and Ladakh.

PM-USP Yojana is implemented by the Department of Higher Education, Ministry of Education, Government of India. Students can find official information, scheme guidelines and updates on the Ministry of Education website.

The scheme includes three major components, each designed to meet a different educational need. The Central Sector Scheme of Scholarship for College and University Students (CSSS) provides annual scholarship assistance to eligible meritorious students pursuing regular higher education. The Special Scholarship Scheme for Jammu & Kashmir and Ladakh (SSSJKL) offers academic fee and maintenance support to eligible students from these Union Territories who pursue approved courses outside Jammu & Kashmir and Ladakh. The Central Sector Interest Subsidy Scheme (CSIS) provides interest subsidy on eligible education loans taken for approved technical and professional courses in India.

Together, these three components provide different forms of financial support based on a student's academic performance, family income, course, domicile and educational requirements. Since each component has its own eligibility criteria, benefits and application process, students should identify the relevant component and check its prescribed guidelines before applying.

3. PM-USP CSIS Education Loan Interest Subsidy

The Central Sector Interest Subsidy Scheme (CSIS) provides financial relief to eligible students who take education loans for approved technical or professional courses. Under this component, eligible students can receive full interest subsidy during the applicable moratorium period.

The moratorium period generally covers the course duration plus one year. During this period, the eligible interest burden is covered through the applicable government subsidy, subject to the scheme guidelines and loan conditions.

Main Features of CSIS

  • The scheme supports eligible students from economically weaker families.
  • The annual family income limit is ₹4.5 lakh.
  • The student must pursue an eligible technical or professional course.
  • The course and institution must meet the applicable eligibility requirements.

  • The moratorium period generally covers the course period plus one year.
  • The eligible education loan amount for interest subsidy is subject to the applicable scheme limit and conditions.

How Does the CSIS Interest Subsidy Work?

  1. The eligible student takes an education loan from a participating bank for an approved course.
  2. The student meets the prescribed family-income, course and other eligibility conditions.
  3. The applicable interest subsidy is provided during the eligible moratorium period.
  4. After the moratorium period ends, the student begins repayment according to the education-loan agreement.

The interest subsidy is not a waiver of the education-loan principal. The student remains responsible for repaying the loan according to the terms agreed with the lending bank.
