Scheme Introduction: A Brief Overview

The Government of Haryana introduced the Mukhyamantri Haryana Karamchari Durghatna Bima Yojana (MMHKDBY) to provide financial security to the families of employees who perform high-risk duties. Positions such as firemen, sewer workers, linemen, assistant linemen, and sanitation workers involve a comparatively higher risk of accidents than regular office-based work. If such an employee dies in an accident, the family may face significant financial hardship. The scheme is intended to address this situation by providing a lump-sum insurance amount to the eligible family.

Under the Haryana Karamchari Durghatna Bima Yojana, employees have been divided into two categories. Around 11,000 identified high-risk Group C and Group D employees are covered for ₹10 lakh, while around 33,000 sanitation workers working in urban and rural areas are provided accident insurance coverage of ₹5 lakh. The sanitation worker category includes both regular and contractual employees, thereby covering a broader group of workers.

One of the key features of the scheme is that employees do not have to pay any premium from their own pocket. The Haryana Parivar Suraksha Nyas (HPSN) is recorded as the policyholder, and the entire premium is borne by the Nyas. For sanitation workers, the premium rate was fixed at ₹11.50 per lakh. The insurance policy is issued on an unnamed basis, meaning employees do not need to separately register their names or apply online. Employees working in the relevant eligible category are covered accordingly. Therefore, under the Mukhyamantri Haryana Karamchari Durghatna Bima Yojana, the claim process is more important than registration.

The scheme is operated by the Haryana Parivar Suraksha Nyas (HPSN), which functions under the Finance Department, Government of Haryana. The Nyas was established under the Indian Trusts Act to bring beneficiaries of various government insurance schemes onto a common platform, preventing duplication, improving implementation, and ensuring savings in government expenditure. For providing insurance coverage, the Nyas had entered into a Memorandum of Understanding with IFFCO-Tokio General Insurance Company, which became effective from May 20, 2022, for one year of insurance coverage.

In the event of an accident, timely notification is important. As per the insurance policy conditions, written notice of death must be provided to the insurance company before the funeral or within a maximum period of one calendar month. After receiving all the required documents, the insurance company is required to make a settlement offer within 30 days. In addition, the Haryana Government provides security coverage under the Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana (DAYALU) and the Mukhyamantri Vyapari Samuhik Niji Durghatna Bima Yojana. Under DAYALU, families with an annual income below ₹1.80 lakh receive assistance of ₹1 lakh to ₹5 lakh in case of death or permanent disability, while the trader scheme provides ₹5 lakh accident insurance coverage to GST-registered traders.
