Scheme Introduction: A Brief Overview

The Tripura Mukhyamantri Samajik Sahayata Prakalpa (MSSP) is a State Social Assistance Programme launched by the Government of Tripura to provide financial support and social security to economically disadvantaged people. The scheme aims to help eligible beneficiaries meet their basic needs and live a more secure and dignified life. The government initially planned coverage for 30,000 potential eligible beneficiaries across Tripura.

Under the Mukhyamantri Samajik Sahayata Prakalpa, eligible beneficiaries receive ₹2,000 per month as financial assistance. The assistance covers four major categories: Old & Infirm Persons, Vulnerable Women, Unorganized Workers, and Persons with Disabilities (60% and above). The Unorganised Worker category includes specified occupations such as rickshaw pullers, cobblers, barbers, laundry workers, fishermen, handloom workers and other workers covered under the scheme.

The scheme sets different eligibility conditions for each beneficiary category. In general, the applicant's annual family income must not exceed ₹1 lakh. The prescribed age also varies by category. Old beneficiaries must be 60 years or above, while eligible Persons with Disabilities must have at least 60% disability and be 10 years or above. Vulnerable women and unorganized workers must meet their respective age and category conditions. If a beneficiary's family has children between 6 and 14 years, the children must be enrolled in a school recognised by the Government of Tripura.

Eligible applicants can apply for the scheme by completing the prescribed MSSP application form and submitting it with the required documents to the nearest CDPO office or directly to the Directorate of Social Welfare & Social Education. The department scrutinises applications, conducts field verification and selects eligible beneficiaries through the prescribed process. Once approved, the monthly assistance is transferred directly to the beneficiary's bank account.

Beneficiaries must also follow the scheme's continuation requirements. The department carries out annual verification in November, and beneficiaries are required to submit the prescribed Life Certificate and Income Certificate by November each year. The government may stop assistance if a beneficiary dies or subsequently becomes ineligible under the prescribed conditions. Eligibility Requirements

Applicants must meet the following basic conditions to receive benefits under the Mukhyamantri Samajik Sahayata Prakalpa:

• The applicant must be a resident of Tripura.
• The annual family income must not exceed ₹1 lakh.
• Old: The applicant must be 60 years or above.
• Infirm: The applicant must have Cancer, AIDS or Leprosy.
• Vulnerable Women: The applicant must be a widow, deserted/divorced woman, or unmarried woman above 45 years of age.
• Unorganized Workers: The applicant must meet the prescribed age and occupation conditions under the scheme.
• Persons with Disabilities: The applicant must have a disability of 60% or above and be at least 10 years old.
• Families with children aged 6–14 years must ensure that the children attend a Government of Tripura-recognised school.
• Government employees, income-tax payers and beneficiaries of specified social pension schemes are not eligible.

Required Documents

Applicants must submit the documents required to verify their identity, residence, income, age, employment status and category under the Mukhyamantri Samajik Sahayata Prakalpa. Additional documents apply to specific beneficiary categories.

• Age Certificate
• Domicile & Residence Certificate (PRTC)
• Income Certificate issued by the SDM/DCM Office. AAY families are exempt from submitting the Income Certificate but must submit a photocopy of the Ration Card.
• Non-Government Employee Certificate confirming that no family member is a Government employee.
• Photocopy of Ration Card
• Photocopy of Aadhaar Card
• Photocopy of Bank Passbook
• Category/Sub-category-specific documents, such as:
  • Unorganized Workers: Professional Certificate
  • Greha Sahayika/Female Domestic Workers: Professional Certificate from the employer, with the required recommendations
  • Widow: Widow Certificate
  • Unmarried Women: Unmarried Women Certificate

Steps to Apply

Eligible applicants can apply for assistance under the Tripura Mukhyamantri Samajik Sahayata Prakalpa by submitting the prescribed application form offline with the required documents.

• Obtain the application form free of cost from your nearest CDPO office, or download the MSSP application form from the department website.
• Select the applicable category and sub-category in the application form.
• Fill in the applicant, address, Aadhaar, ration card, bank account and income details.
• Attach the required documents and category-specific certificates with the application.
• Submit the completed application to the nearest CDPO office or directly to the Directorate of Social Welfare & Social Education.
• The department will conduct scrutiny and field verification before selecting eligible beneficiaries.
• Meet the Enquiry Officer who visits your home for verification within 15 days.
• After approval, the monthly assistance will be transferred directly to the beneficiary's bank account.

The department has not launched an online portal for this scheme yet, so apply through the CDPO office only. If the office rejects your application, ask for the reason in writing and appeal to the District Magistrate and Collector.
