Scheme Introduction: A Brief Overview
The Chief Minister Yuva Udhyami Vikas Abhiyan (CM YUVA) is a flagship self-employment and entrepreneurship promotion scheme launched by the Government of Uttar Pradesh. The objective of the scheme is to encourage educated, trained, and aspiring youth to establish their own manufacturing units, service enterprises, and micro businesses. Through this initiative, the state government aims to transform job seekers into job creators and promote entrepreneurship across Uttar Pradesh.
Under the scheme, eligible applicants can avail of financial assistance of up to ₹5 lakh for setting up a new micro-enterprise in the manufacturing or service sector. The loan is completely interest-free and collateral-free for a period of four years. In addition, beneficiaries receive a margin money subsidy equal to 10% of the project cost, subject to a maximum of ₹50,000. The government also provides reimbursement of CGTMSE guarantee fees during the first phase.
The scheme is implemented in two phases. In the first phase, eligible youth can establish a new enterprise with financial support. Beneficiaries who successfully repay their first-phase loan become eligible for the second phase, where projects up to ₹10 lakh can be financed. Under the second phase, loans up to ₹7.5 lakh are eligible for a 50% interest subsidy for three years.
Applicants are also required to contribute a portion of the project cost. General category applicants must contribute 15%, OBC applicants 12.5%, and SC, ST, Divyangjan, and applicants from aspirational districts or economically backward regions must contribute 10% of the project cost.
To apply under the scheme, applicants must be residents of Uttar Pradesh, aged between 21 and 40 years, and have passed at least Class 8. Preference may be given to High School and Intermediate pass candidates. Applicants must also possess a skill training certificate, ITI certificate, diploma, degree, computer training certificate, or any other recognized vocational qualification.
Applications are submitted online through the MSME Uttar Pradesh portal. The CM YUVA portal also provides a free project report generation facility to help applicants prepare project reports required for loan applications. In addition, the authorities periodically organize special registration and awareness camps where eligible applicants can receive free assistance with registration and application submission.
The Government of Uttar Pradesh aims to create 1 lakh new entrepreneurs every year and generate 10 lakh self-employment opportunities over the next decade through this scheme.

To make the process easier, the CM-YUVA portal provides a free Project Report generation facility, allowing applicants to create and download a project report online without obtaining certification from a Chartered Accountant (CA).
No. GST Registration Certificate and Income Tax Return (ITR) are not mandatory for applying under the scheme. The bank evaluates the applicant and associated financial risks during the loan approval process. The final decision depends on the bank's internal policies, credit assessment, and verification procedures. Therefore, if a family member has a loan default history, the bank may consider it while assessing the loan application, but the final outcome will be determined by the bank's own appraisal process.
Applicants should generally have a minimum CIBIL score of 670 to be considered for a loan under the scheme. However, if an applicant does not have any credit history, a CIBIL score of -1 (NH/No History) is also considered valid.
