Scheme Introduction: A Brief Overview

The Meghalaya Chief Minister Scholarship Scheme (CMSS) is a state government scholarship that provides annual financial assistance of ₹6,000 to each eligible student pursuing education from Class XI to Ph.D. level. The scheme aims to help students continue their studies, reduce the financial burden of education on families and improve access to higher education. Students from different income groups can apply, as the scheme guidelines do not specify a family income ceiling.

The Government of Meghalaya announced the scheme in the 2025-26 State Budget and officially introduced it on 25 August 2025. To receive benefits under the Meghalaya Chief Minister Scholarship Scheme, applicants must be permanent residents of Meghalaya and satisfy the prescribed eligibility conditions. They must pursue regular, full-time courses at recognised educational institutions located inside or outside the state. The scheme covers eligible students in Classes XI and XII, diploma courses, undergraduate programmes, postgraduate courses and Ph.D. programmes. The scheme covers eligible government colleges and universities, Institutions of National Importance, recognised deemed universities and other recognised institutions. Eligible private universities must meet the applicable recognition and accreditation requirements. Recognised schools offering Classes XI and XII, diploma-granting institutions and eligible NCVT-affiliated vocational training institutes may also qualify. Students pursuing part-time or correspondence courses are not eligible under the conditions displayed on the official portal.

The Meghalaya Chief Minister Scholarship Scheme 2026-27 is accepting both fresh and renewal applications. The application window opened on 7 October 2026 and closes on 6 November 2026. Students must apply online through the Meghalaya One Portal. Students who did not apply in 2025 should select the fresh application category, while eligible students who received benefits in 2025 should choose the appropriate renewal category. The department has set 4 December 2026 as the deadline for application verification and defect correction.

The scheme has entered its second year of implementation. According to the figures cited in the scheme's earlier reporting, CMSS received more than 1,00,000 applications during its first year, and over 98,600 students received financial assistance. The official 2026 scheme banner also states that receiving CMSS does not make students ineligible for the Post Matric ST Scholarship or other Central or State scholarship schemes. The Directorate of Higher and Technical Education, Government of Meghalaya, issued a notice on 5 October 2026 inviting fresh and renewal applications for the Meghalaya Chief Minister Scholarship Scheme 2026-27. The online application process started on 7 October 2026, and eligible students can apply until 6 November 2026.

Eligibility Requirements

Steps to Apply

Eligible students can submit fresh or renewal applications for the 2026-27 academic year through the Meghalaya One Portal. Before beginning the application, applicants should identify their category and prepare the documents listed in the official advertisement.

• Visit the Meghalaya One Portal and open the Services section.
• Look for the Chief Minister Scholarship Scheme (CMSS) option in the home page or under the Scheme/Services tab.
• Read the available information about the Meghalaya Chief Minister Scholarship Scheme and check the eligibility requirements.
• Click on the "Login to Apply" and Enter your DOB.
• Students who are already registered, click on the Login tab to proceed.
• New users should select the Register as New User option and follow the registration instructions displayed on the Meghalaya One Portal.
• Complete the registration and authentication process using the identification details requested by the portal. The portal's registration instructions may allow authentication through a PDS/Ration Card Number or EPIC (Voter ID Card) Number.
• After successful registration, log in using the credentials or identification details requested by the portal.
• Select the Chief Minister Scholarship Scheme for the academic year 2026-27 and open the relevant online application form.
• Enter the required personal details, contact information, banking details and academic information.
• Upload all supporting documents required for the selected category. Fresh applicants must provide their latest or previous year's marksheet, bonafide certificate, recent passport-size photograph, bank passbook or cancelled cheque when providing bank details, and the prescribed applicant or guardian identity proof.
• Students applying for renewal at the existing institution must upload their latest previous-year marksheet, bonafide certificate from the current institution and recent passport-size photograph. A bank passbook or cancelled cheque is required if they want to change their previously submitted bank details.
• Students renewing after moving to a new institution must upload their latest previous-year marksheet, bonafide certificate from the new institution and recent passport-size photograph. They must provide updated bank documents if they want to change their previously submitted bank details.
• Review the application form and uploaded documents carefully before submitting the application online.
• Submit the application and retain the acknowledgement or application reference for future use.
• The concerned authorities will verify the submitted applications. Students should check the portal for verification updates and comply with any instructions to correct application defects.
