Scheme Introduction: A Brief Overview
Agriculture is the backbone of Bihar's economy, and a large section of the state's population depends on farming for their livelihood. However, in many parts of Bihar, farmers still face major irrigation challenges and depend heavily on rainfall for farming. Because of this, dry periods or irregular monsoon seasons often lead to water shortages, making it difficult for farmers to protect their crops and maintain stable agricultural production.
To address this problem and improve irrigation access in unirrigated areas, the Government of Bihar introduced the Mukhyamantri Niji Nalkup Yojana under the initiative "Har Khet Tak Sinchai Ka Pani." The scheme focuses on helping farmers install private tube wells and motor pump sets so that water can be made available directly on agricultural land whenever needed.
Under this scheme, eligible farmers receive financial assistance for:
- Tube well/borewell boring
- Installation of motor pump sets
The scheme is mainly implemented in technically suitable unirrigated areas identified through survey. However, groundwater-stressed areas classified as Over Exploited or Critical by the Central Ground Water Board are excluded from the scheme.

Subsidy for Tube Well Boring
The government has fixed the boring cost at ₹1200 per meter. Subsidy amount depends on the farmer's category.

- 70% subsidy - ₹840 per meter

Minimum boring depth required to become eligible for subsidy is 15 meters.
Subsidy for Motor Pump Sets
Both submersible and centrifugal motor pumps are covered under the scheme. Subsidy amount depends on the farmer's category and pump capacity.

Subsidy Payment Method
Subsidy under the scheme is released in two stages:
- After completion of boring and verification of water discharge
- After installation of motor pump and verification of water discharge
Note: Farmers can submit claims for boring and motor pump separately or together as per their convenience
After approval, the subsidy amount is transferred directly into the farmer's Aadhaar-linked bank account through Direct Benefit Transfer (DBT).
Applicants also receive SMS notification after payment approval.
If the Subsidy Claim is Rejected
- If the subsidy claim is rejected, the applicant gets one chance to correct the deficiencies and re-upload the claim.
- Senior officers may also review the decision if required.
Eligibility Requirements
- The farmer should belong to an eligible unirrigated area
- The land should be technically suitable for tube well installation
- Farmers from Over Exploited and Critical groundwater areas are not eligible
- The applicant must have at least 0.40 acre (40 dismal) of land
- Preference is given to small and marginal farmers
- There should not already be a boring at the same location
- The farmer should not have previously received subsidy or financial assistance for the same boring from any department or institution
- Only one boring and one motor pump subsidy is allowed per farmer
- Borewell depth should be between 15 to 70 meters with a diameter of 4 to 6 inches to become eligible for subsidy.
Exclusions
Applications submitted from blocks or panchayats classified as over-exploited or critical groundwater areas by the Central Ground Water Board are not eligible under this scheme

Steps to Apply
- Step 1 - Visit the Official Portal
- Farmers can apply online through the departmental portal or mobile application.
- To apply online first you need to visit the official website of Bihar Sarkar Laghu Jal Sansadhan Vibhaag "Mukhyamantri Niji Nalkup Yojna.
- After that on the homepage, click on the "Apply" or "For Online Apply" button.
- This will redirect you to the official application portal of the scheme
- Step 2 - Fill Applicant and Land Details
- In the application enter the required personal details carefully
- After entering Aadhaar and mobile details, complete the verification process through the portal.
- Now click on the "Save & Next" button to continue the application process.
- Step 3 - Upload Required Documents
- Upload all required documents in the prescribed format, such as:

- Applications are generally processed according to the order in which they are received.
Approval Process
After verification, the application moves through these steps:
- Junior Engineer inspects and recommends
- Assistant Engineer forwards the application on portal
- Executive Engineer approves
- Superintending Engineer reviews
- Chief Engineer forwards to nodal officer
- Payment sent directly to Aadhaar-linked bank account via DBT
If rejected, a senior officer can review the junior officer's decision.
Rules After Approval
After receiving approval, the farmer must follow these conditions:
- Boring must be done only at the approved location
- The boring work should be completed within 60 days from approval
- If work is delayed, the applicant must upload the reason on the portal
- In valid cases, an extension of up to one month may be granted
- Farmers can purchase materials on their own, but all materials must follow prescribed BIS/ISI quality standards.
Subsidy Claim Process
After completing the boring and motor installation work, the farmer has to upload the subsidy claim on the portal.

- GST details
- ISI/BIS certification details
