Scheme Introduction: A Brief Overview
The Industries Department, Government of Bihar runs the Mukhyamantri Udyami Yojana (MMUY) to promote entrepreneurship and develop self-employment among young men and women of every class in the state. Under this scheme, the government sanctions financial assistance of up to ₹10 lakh per unit and gives it in two parts: 50 per cent of the project cost (maximum ₹5 lakh) as a subsidy that the beneficiary never repays, and the remaining 50 per cent (maximum ₹5 lakh) as an interest-free loan. Only the Mukhyamantri Yuva Udyami Yojana component charges interest, and that too at 1 per cent on the loan portion. Applications are received online through the official Udyami portal, udyami.bihar.gov.in.
The scheme runs through five separate components. Mukhyamantri Anusuchit Jati/Anusuchit Janjati Udyami Yojana covers SC and ST men and women, Mukhyamantri Ati Pichhda Varg Udyami Yojana covers Extremely Backward Class (BC-01) men and women, Mukhyamantri Mahila Udyami Yojana covers women of all classes, Mukhyamantri Yuva Udyami Yojana covers only General and Backward Class (BC-02) male applicants, and Mukhyamantri Alpsankhyak Udyami Yojana covers minority men and women. Selection is made against district-wise targets, so an applicant competes within his or her own category and district.
Permanent residents of Bihar aged 18 to 50 years who have passed at least 10+2, ITI, or polytechnic diploma can apply. The unit has to be set up in the applicant's own district, and the project must be chosen from the department's approved list - the scheme covers manufacturing and service projects only, not trading. Selection is made through computerised randomisation against district-wise targets, so marks and interviews play no role. Selected beneficiaries attend six-day training in two phases, and the assistance reaches them in three instalments by RTGS/NEFT in the current account of the unit. The loan portion is repaid in 84 instalments, beginning 12 months after the last instalment.
The application process for Bihar Mukhyamantri Udyami Yojana runs entirely online on the Udyami portal, where the applicant registers with an Aadhaar-linked mobile number, fills the form section by section, uploads the documents, and submits it with self-certification. Applicants should keep their matriculation, Intermediate, caste, and residence certificates ready in advance, since the department opens the window only for a fixed period and asks for clear, readable copies of every document.

Steps to Apply
Applications for Mukhyamantri Udyami Yojana are received online on the Udyami portal. The process runs in two parts: filling the form while the window is open, and completing the formalities after the selection list comes out.
Online Application on the Udyami Portal
The department's user manual lays down the following process. Follow it once the fresh advertisement goes live on the portal.
- Open udyamiuser.bihar.gov.in and click on the registration option (Login/Registration) once the fresh advertisement is live.
- Fill in your name (the middle name is optional), your email ID, which is mandatory, and your mobile number. Only the mobile number registered with your Aadhaar card is accepted.
- Select the applicant type as per your category.
- Verify the OTP sent to your mobile number.
- Collect the login password from your email. The portal generates the password itself and sends it to the email ID you entered, so you do not have to create one.
- Log in at udyamiuser.bihar.gov.in with the registered mobile number and password.
- Complete the application form section by section - personal information, educational details, family information, organisation details, project details, financial details, bank details, and document upload.
- Upload the documents in JPG, JPEG, PNG, or PDF format only.
- Check the data filled in every section, give the self-certification, and submit the application.
After Submission
Submitting the form is only the first stage. The department then moves the application through randomisation, scrutiny, verification, and training before any money is released.
- Applicants are selected initially through the computerised randomisation method against district-wise targets.
- Scrutiny of the provisionally selected applications takes place.
- Applicants kept in the draft list upload the pending documents within the deadline notified on the portal. Candidature is cancelled if the documents are not uploaded in time.
- The concerned field officer carries out verification.
- The final selected list is published on the portal, and beneficiaries are called for the first phase of six-day training.
- Instalments are released one after another, each subsequent instalment following acceptance of the utilisation certificate for the previous one.
Assistance Amount and Payment Schedule
The sanctioned money does not come in a single transfer. The department releases it step by step and keeps a check on how each instalment has been spent before sending the next one.
- The sanctioned amount is released in three instalments, not in one go.
- Each instalment is transferred by RTGS/NEFT to the current account of the unit.
- The utilisation certificate of the amount already received must be uploaded and accepted before the next instalment is released.
- Every payment above ₹10,000 from the released amount must be made through online modes such as RTGS, NEFT, cheque, DD, UPI or net banking.
- If the amount is misused, the department recovers the entire sum in one go.
Head-wise Expenditure Limits
The beneficiary cannot spend the sanctioned amount as he or she wishes. The guidelines fix an upper limit for the following heads.
- Site preparation: maximum ₹1.50 lakh.
- Electricity connection and safety kit: maximum ₹25,000.
- Other items: maximum ₹25,000.
- Rent advance, where applicable: six months' rent or maximum ₹50,000.
Selection Process
Marks, interviews and recommendations play no part in this scheme. The department picks applicants by a computerised draw and then verifies them.
- Applicants are selected through computerised randomisation against district-wise targets.
- The provisional list is published, and scrutiny is carried out.
- Draft-list applicants upload pending documents within the notified deadline, failing which candidature is cancelled.
- The concerned field officer carries out verification.
- The final selected list is published, and beneficiaries are called for training.
