Scheme Introduction: A Brief Overview

The Social Welfare Department, Government of Bihar runs the Kabir Antyeshti Anudan Yojana to help poor families meet the cost of the last rites of a family member. Death brings an immediate and unavoidable expense, and a family living below the poverty line often has no money in hand at that moment. This scheme answers that exact situation. It pays a lump-sum grant of ₹3,000 to the nearest dependent of the deceased so that the family can perform the funeral with dignity instead of borrowing at high interest or waiting for help.

The official objective of the scheme is straightforward. The state government provides financial help to the nearest dependent of a deceased member of a poor family for performing the antyeshti kriya (last rites). The entire cost of the scheme is borne by the State Government, and the department makes a one hundred per cent provision of funds for it. No central share and no beneficiary contribution comes into the picture, and the family pays nothing to receive the grant.

Under Kabir Antyeshti Anudan Yojana, eligibility stays simple and needs no age calculation. The grant becomes payable to the family on the death of a person of any age belonging to a BPL (Below Poverty Line) family in Bihar. A newborn, a child, a young adult or an elderly person - the death of any member of a BPL household makes the family eligible. The applicant must be a resident of Bihar and must be a family member or dependent of the deceased. Because the scheme covers all ages, families do not have to prove that the deceased was an earning member or the head of the household.

The application process is completely offline and local. Eligible families submit the prescribed form to the Mukhiya in rural areas or the Ward Commissioner in urban areas. Applications are also accepted at the RTPS counter of the Block office. The scheme remains open throughout the year with no last date. Monitoring is done by the Block Development Officer at the block level, with monthly reviews by the state government.

Families can track the progress of their application through the Block Development Officer. If there is any delay or the grant is denied without proper reason, they may file a complaint starting at the BDO level and escalate it up to the Social Welfare Department. Grievances can also be lodged under the Bihar Public Grievance Redressal Rights Act, 2016 to ensure timely help.

Steps to Apply

• Collect the prescribed application form from the Panchayat office, Block office, or RTPS counter, or download it from the e-Suvidha portal.
• Fill the form carefully with details of the deceased person, date of death, applicant's information, and relationship with the deceased.
• Attach the required documents and prepare the application in two copies.
• Submit the completed application at the appropriate place:
  • Rural areas: Mukhiya of the concerned Gram Panchayat
  • Urban areas: Ward Commissioner / Ward Councillor of the concerned ward
    Applications are also accepted at the RTPS counter of the Block (Prakhand) office.
• After verification of documents and eligibility, the competent authority sanctions the grant. The family then receives the one-time assistance of ₹3,000.
