Scheme Introduction: A Brief Overview

The Odisha Mukhyamantri Annapurna Yojana (MAPY) is a major food security initiative launched by the Government of Odisha to provide additional free rice to eligible beneficiaries covered under the Public Distribution System (PDS). The scheme was approved by the Odisha Cabinet under the leadership of Chief Minister Mohan Charan Majhi and will be implemented from the financial year 2026–27.

Food security is one of the most important aspects of social welfare. Although beneficiaries under the National Food Security Act (NFSA) and the State Food Security Scheme (SFSS) already receive subsidized food grains, many low-income families still struggle to meet their monthly food requirements. To address this issue, the Odisha government has decided to provide an additional allocation of rice free of cost.

Under the Mukhyamantri Annapurna Yojana, every eligible beneficiary will receive an extra 5 kg of rice per month in addition to the food grains already provided through existing food security schemes. The scheme aims to strengthen food security, reduce hunger, support vulnerable households, and improve the overall well-being of economically weaker families.

Around 1 crore families, comprising approximately 3.28 crore people, are expected to benefit from the scheme. With an annual expenditure of about ₹8,813 crore, fully funded by the state government, the Mukhyamantri Annapurna Yojana is among the largest state-funded food security initiatives in India.

The Mukhyamantri Annapurna Yojana also complements several existing food security and nutrition initiatives implemented by the Central Government. Schemes such as the Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY), which provides free food grains to eligible beneficiaries under the National Food Security Act, and the Mid-Day Meal Scheme (PM POSHAN), which offers nutritious meals to school-going children, share the common objective of reducing hunger and improving nutritional outcomes. Together, these programmes contribute to strengthening the social safety net and ensuring greater food and nutritional security for vulnerable sections of society.
