Scheme Introduction: A Brief Overview

The Central Sector Scholarship Scheme of Top Class Education for SC Students is a flagship scholarship programme implemented by the Ministry of Social Justice and Empowerment, Government of India. Students belonging to the Scheduled Caste category whose annual family income from all sources does not exceed ₹8 lakh are eligible to apply, subject to fulfilling the admission and scholarship conditions. Fresh scholarships are awarded only to first-year students admitted to notified institutions. However, once selected, the scholarship continues until the completion of the course, provided the student maintains satisfactory academic performance and fulfils the scheme guidelines. To encourage greater participation of female students in higher education, 30% of the scholarship slots allotted to institutions are reserved for eligible SC girl students.

One of the major advantages of the Central Sector Scholarship Scheme of Top Class Education for SC Students is that it provides substantial financial support. Students studying in government institutions can receive coverage of full tuition fees and non-refundable charges, while students studying in eligible private institutions can receive tuition fee assistance up to ₹2 lakh per year. Eligibility Requirements

  • The applicant must belong to the Scheduled Caste (SC) category.
  • The total annual family income from all sources should not exceed Rs 8,00,000.
  • The student must have secured admission in a notified institution approved under the scheme.
  • Admission must be taken in a full-time course recognised under the scheme.
  • Fresh scholarship is available only to first-year students admitted to the eligible course.
  • Selection is made on the basis of merit according to the admission criteria prescribed for the respective institution and course.
  • If the number of eligible SC students exceeds the scholarship slots allotted to an institution, scholarships will be awarded according to the institution-wise merit list.

  • A maximum of two siblings from the same family can avail benefits under the scheme.
  • Students must possess a valid caste certificate and an income certificate issued by the competent authority.
  • Students who have already received admission in the second year, third year, or subsequent years of a course are not eligible for fresh scholarship benefits.
  • The applicant must have a valid bank account linked with Aadhaar for receiving scholarship benefits through Direct Benefit Transfer (DBT).

Important Conditions for Continuation of Scholarship

  • The scholarship will continue till completion of the course, subject to satisfactory academic performance.
  • The scholarship may be discontinued if the student fails to get promoted to the next semester or class.
  • If a selected student changes the institution after receiving scholarship approval, further benefits under the scheme will not be available.
  • A beneficiary selected under this scheme cannot avail benefits under any other similar scholarship scheme offered by the Central Government or State Governments.
