Please help

I am a student at Jamia Millia Islamia and I live in Batla House. Nafees road f29 My landlord charges us the full rent, but there is no proper water supply in our flat. Sometimes I have to go to college without even taking a bath because there is no water. The government provides 200 units of free electricity, but our landlord gives us the benefit of only 100 units and charges us for the rest. I come from a normal middle-class family, and these extra expenses are becoming difficult for me to manage as a student. Please help us and take appropriate action regarding this issue.
