Scheme Introduction: A Brief Overview

The PM Vishwakarma Scheme is a Central Sector Scheme of the Ministry of Micro, Small & Medium Enterprises (MSME) for artisans and craftspeople engaged in traditional trades. The scheme provides end-to-end support to help eligible artisans improve their skills, access modern tools, obtain affordable credit and connect with better markets. It covers 18 traditional trades and provides recognition through a PM Vishwakarma Certificate and ID Card after successful verification.

The scheme provides several direct benefits to eligible artisans. These include a toolkit incentive of up to ₹15,000, Basic and Advanced Skill Training, a training stipend of ₹500 per day and a ₹1,000 transport allowance for training. Artisans can also receive an incentive of ₹1 per eligible digital transaction for up to 100 transactions per month. The scheme also provides marketing support through quality certification, branding, e-commerce, trade fairs, advertising and publicity.

One of the major benefits under the PM Vishwakarma Scheme is collateral-free credit support of up to ₹3 lakh. The credit is provided in two tranches, with the first tranche of up to ₹1 lakh and the second tranche of up to ₹2 lakh. The beneficiary receives the loan at a concessional 5% interest rate, while the Government provides interest subvention of up to 8%. The Government also bears the credit guarantee fee for the eligible loan.

The scheme is available to Indian artisans and craftspeople aged 18 years or above who work with their hands and tools in one of the 18 covered traditional trades. The applicant must be engaged in the concerned trade on the date of registration and work on a self-employment basis in the unorganised sector. Only one member of a family can register under the scheme, while government employees and their family members are not eligible.

Applicants must also meet the prescribed conditions regarding previous credit support. A person who has availed a similar credit-based Central or State Government self-employment or business development loan during the previous five years is generally not eligible. This includes credit support under schemes such as PMEGP, PM SVANidhi and MUDRA, subject to the specific conditions of the PM Vishwakarma guidelines. Applicants who have fully repaid PM SVANidhi or MUDRA loans can become eligible, subject to other conditions.

Eligible artisans can apply for the PM Vishwakarma Scheme online through a Common Service Centre (CSC). The CSC operator completes the registration on the PM Vishwakarma portal after Aadhaar OTP and biometric authentication and enters the applicant's personal, family, address, trade and bank details. The application is then submitted for the prescribed verification process. Registration under the scheme is free of charge, and a Registration Number is generated after successful submission.

Scheme Benefits

The PM Vishwakarma Scheme provides eligible artisans and craftspeople with financial assistance, skill training, toolkit support and help to improve their market access.

  • A collateral-free loan of up to ₹3 lakh is available in two stages at a 5% interest rate.

PM Vishwakarma Loan Details

The scheme provides collateral-free Enterprise Development Loans to help eligible artisans expand or strengthen their business. The loan is provided in two stages subject to the prescribed conditions.

  • The first loan tranche provides up to ₹1 lakh with an 18-month repayment period.
  • The second loan tranche provides up to ₹2 lakh with a 30-month repayment period.
  • The beneficiary receives the loan at a concessional interest rate of 5%.
  • The Government provides interest subvention of up to 8%.
  • The loan is provided on a collateral-free basis.
  • The credit guarantee fee is borne by the Government.
  • The second tranche can be availed after repayment of the first tranche and fulfilment of the prescribed conditions, including the required period from the first loan disbursement.

Eligibility Requirements

Applicants must meet the prescribed conditions to register under the PM Vishwakarma Scheme. The eligibility criteria cover age, traditional trade, self-employment, previous credit support and family participation.

  • The applicant must be an Indian citizen aged 18 years or above on the date of registration.
  • The applicant must work with hands and tools in one of the 18 traditional trades covered under the scheme.
  • The applicant must be engaged in the concerned trade on the date of registration and work on a self-employment basis in the unorganised sector.
  • The applicant must not have availed a similar credit-based Central or State Government self-employment or business development loan during the previous 5 years.
    • This includes loans under schemes such as PMEGP, PM SVANidhi and MUDRA.
    • The five-year period is counted from the date of sanction of the loan.
    • Applicants who have fully repaid their PM SVANidhi or MUDRA loans can become eligible, subject to the other scheme conditions.
  • Only one member of a family can register under the scheme. The family includes the husband, wife and unmarried children.
  • Government employees and their family members are not eligible to register under the scheme.

Required Documents

Applicants need to provide basic identity, family and bank details while registering for the PM Vishwakarma Scheme. The registration is completed through the CSC, where the required information is verified.

  • Aadhaar Card of the applicant.
  • Mobile number linked with Aadhaar.
  • Bank account details of the applicant.
  • Ration Card.
  • If the applicant does not have a ration card, Aadhaar details of all family members are required.

The official FAQ states that applicants do not need to upload documents on the PM Vishwakarma portal. The applicant provides Aadhaar and bank account details at the CSC, where biometric authentication and verification are completed.

Steps to Apply

Eligible artisans and craftspeople can register for the PM Vishwakarma Scheme through the official portal, the PM Vishwakarma mobile application or with assistance from a nearby Common Service Centre (CSC). The CSC registration process includes Aadhaar authentication and submission of the required details.

  • Visit the PM Vishwakarma official website, use the PM Vishwakarma mobile application or approach the nearest CSC for registration.
  • For CSC registration, the operator logs in to the portal using the CSC User Name and Password.
  • Select the required eligibility options regarding government employees in the family and previous credit or loan facilities under similar government schemes.
  • Enter the artisan's Aadhaar-linked mobile number and Aadhaar number and complete OTP verification.
  • Complete Aadhaar biometric authentication.
  • Fill in the required personal and contact details. Details such as name, father's or spouse's name, date of birth and gender are fetched from Aadhaar.
  • Enter the required family details. Ration card details can be used to fetch family information. If a ration card is not available, the family details can be entered manually.
  • Check the Aadhaar address and provide the current address if it is different.
  • Select the artisan's profession or trade and provide the required information about the traditional trade and business address.
  • Enter the bank account details, including the bank name, IFSC code, branch name and account number.
  • Select whether credit support is required and provide the required loan details, if applicable.
  • Provide the UPI ID and linked mobile number, if available, for digital transaction incentives.
  • Read the details of the Skill Training and Toolkit benefits available under the scheme.
  • Select the required Marketing Support benefits.
  • Accept the Declaration and Terms and Conditions.
  • Click on the Submit button after entering all the required information.
  • A Registration Number is generated after successful submission.

Registration under the PM Vishwakarma Scheme is free of charge. Artisans who need assistance can complete the registration through their nearest CSC.

अधिकतर सरकारी योजनाओं का लाभ उन लाभार्थियों को नहीं मिलता, जिनके वो हकदार हैं। इनके निम्नलिखित कारण हैं:
1. अनपढ़ होना: जहाँ पढ़े-लिखे teachers से स्कूल में हस्ताक्षर किसी और रकम पर और वास्तविक वेतन कुछ और ही दी जाती है; जहाँ विभिन्न योजनाओं में दी जा रही सब्सिडी के 40% तक संबंधित विभागों के अधिकारियों के हिस्से में चले जाते हों, आलम ये है जबतक लाभार्थी 40% नकद प्रस्तुत नहीं कर देते, उनके अकाउंट में सब्सिडी की रकम पहुँचती नहीं। किसान समृद्धि योजनाओं की भी लगभग यही प्रक्रिया है। वहीं विश्वकर्मा योजना के अंतर्गत लाभार्थी अधिकतर ऐसे वर्ग से आते हैं जिन्हें सम्पूर्ण जानकारी नहीं होगी बस उनको इतना पता होगा या दी जायेगी कि उन्हें कुछ रुपये सरकारी योजना के अंतर्गत दी जा रही है। यहाँ तक कि इन्हें हस्ताक्षर भी नहीं करना आता ।
सरकारी योजनाओं के सही कार्यान्वयन केलिए कुछ विशेष प्रारुप और अनुसंधान की जरूरत है। किसी खास वर्ग विशेष दलों NCC, NSS, Scouts, NGO या स्वेच्छा से training ले Certified आर्मी गुणवत्तापूर्ण दल जो विश्वकर्मा योजना के लाभार्थियों की निःस्वार्थ सम्पूर्ण मदद कर सके; तभी ईमानदार लक्ष्य की प्राप्ति सम्भव है।

आदि काल से भारत में चित्रकारी एवम रंगो का अटूट संबंध रहा है। और इन्ही कलाकारों को इस योजना में नहीं, शामिल करना बहुत ही गलत होगा ।आज के इस डिजिटल युग में यह कला और कलाकार अपनी सांस्कृतिक विरासत को ,समाप्ति की ओर अग्रसर है, अतः इस कला को जीवित रखने के लिए इस योजना में शामिल अपनी विरासत और धरोहर को जीवित रखना है।
अतः पेंटर को भी इस योजना में शामिल किया जाना चाहिए।

कल को आकार देने वाला कलाकार देश की ऐतिहासिक, सांस्कृतिक धरोहर को अपनी हस्त कलां के माध्यम से संजोकर संरक्षित रखने में सहायक होता है, वही सरकार की उपयोगी जनकल्याणकारी योजनाओं को जनमानस तक पहुंचने हेतु अधक परिश्रम भी करता है। एक समय था जब पेंटर साहब हुआ करते थे फिर पेंटर बाबू.... अब तो ठीक से कोई पेंटर भी नही कहता। इस कलां को संरक्षित रखने के उद्देश्य को लेकर कई कलाकारों ने इसे अपना रोजगार के रूप में माना। डिजिटल (फ्लेक्स) जैसे आधुनिक उपकरणों के साथ ही तमाम आर्थिक विषमता के बीच भी वह डिगा नहीं। आज ऐसे हजारों लाखों कलाकार (पेंटर) जिनकी कई श्रेणियां हो सकती है जैसे आर्टिस्ट, चित्रकार, दीवाल लेखन वाले, एडवरटाइजर, बिल्डिंग को सुंदर बनाने वाले पुताई पेंटर आदि सभी आर्थिक बदहाली से गुजर रहे है।
  **अफसोस.... देश में लाखों पेंटर है (जैसे चित्रकार, रंगकार, बिल्डिंग पुताई पेंटर, दीवाल लेखन वाले एडवरटाईजर) मगर माननीय प्रधानमंत्री जी ने इन सबको ही **"विश्वकर्मा योजना"** से दूर रखा है, जबकि हस्त कलां को संरक्षित रखने वाले, समाज में आर्थिक रूप से कमजोर हो चुकी इस प्रकार के कार्यों में संलग्न सभी कलाकारों को इस योजना से लाभान्वित करने की अति आवश्यकता है जिसे अनदेखा किया जा रहा है। रजिस्टर्ड भारतीय कलाकार संघ माननीय प्रधानमंत्री जी से मांग करता है की इस प्रकार के कलाकारों को भी लाभार्थी श्रेणी में शामिल करने की कृपा करें ताकि लाखो कलाकार (पेंटर) इस योजना का लाभ उठा सकें।
