Scheme Introduction: A Brief Overview

The Rajasthan government has launched the Mukhyamantri Nari Shakti Udyam Protsahan Yojana (MNSUPY) to empower women entrepreneurs across the state. This scheme replaces the previous Indira Mahila Shakti Udyam Protsahan Yojana and provides substantial financial support to women who wish to establish their own businesses and achieve financial independence.

The scheme addresses the key challenges women face in accessing capital and collateral security. Individual women can access loans up to Rs 50 lakh, while women's self-help groups, clusters, and federations can secure funding up to Rs 1 crore. The scheme offers 25% subsidy for general category women and 30% subsidy for SC/ST women, widows, abandoned women, violence victims, and disabled women. Loans up to ₹10 lakh are collateral-free, making business funding accessible to women without property or assets.

MNSUPY covers manufacturing, service, and trading sectors, supporting the establishment, expansion, and modernisation of women-led MSMEs. The scheme combines substantial loans, attractive subsidies, and relaxed collateral requirements to promote self-employment and reduce unemployment among women in Rajasthan. Nationalised banks, RBI-authorised private banks, Regional Rural Banks, Rajasthan Financial Corporation, and SIDBI will issue loans under the scheme. Subsidy allocated under the scheme will be deposited as a Term Deposit Receipt (TDR) for 3 years with zero interest on the covered loan amount. After 3 years, the committee inspects and verifies proper fund utilisation before the final subsidy adjustment.

Eligibility Requirements

  • Applicant must be 18 years or above in age
  • Must be a permanent resident of the state
  • For SHGs/clusters/federations: must be registered under the state government department
  • For SHG clusters/federations: registration under the Cooperative Act is mandatory
  • No family member should have benefited from central/state employment-oriented grant schemes in the last 5 years
  • No family member should be a defaulter of any financial institution or bank
  • Family definition includes husband, wife, and minor children only

  • Applicants can also visit the District Women Empowerment Office for monthly special camps to understand the application process
  • To proceed, first log in to the SSO Portal; a new user must first register.

  • For loans below Rs 10 lakh, applications are processed automatically at the office level; no need to visit personally unless called
  • Coordinate with the concerned bank, as final loan approval comes from the bank after departmental recommendation
  • After loan disbursement, update progress regularly on the portal or mobile app

Covered Business Sectors

The Mukhyamantri Naari Shakti Udyam Protsahan Yojana provides a loan facility for all sectors, including:

  • Manufacturing and industrial units
  • Service sector enterprises
  • Trading businesses (wholesale and retail)
  • Dairy and animal husbandry units
  • Agriculture-based enterprises and agro-processing
  • Other MSME activities not falling under the excluded categories.

Business Activities Not Covered

The following business activities are not eligible for financial assistance under MNSUPY:

  • Manufacturing and sale of meat products, liquor, and intoxicating substances
  • Explosive substances and related products
  • Transport vehicles with an on-road price exceeding ₹10 lakh
  • Non-recyclable polythene and environmentally harmful plastic products
  • Products or activities are banned by the Government of India or the State Government from time to time.

Application Evaluation and Approval Process

For Loans Up to ₹10 Lakh:

  • Applications will be scrutinised and recommended by the Deputy Director/Assistant Director, Women Empowerment, at their own level
  • After verification of all required documents, applications will be forwarded to the concerned bank branch without any interview
  • These applications are processed automatically at the office level

For Loans Above ₹10 Lakh:

A District-Level Task Force Committee will be formed for the evaluation of applications exceeding ₹10 lakh. The committee comprises:

  • Deputy Director/Assistant Director, District Women Empowerment Office (Coordinator)
  • General Manager, District Industries Centre or representative
  • Lead District Manager of the district's lead bank or representative
  • Representative of the Regional Rural Bank of the district
  • District Employment Officer or representative
  • Representative of local government Engineering College/Polytechnic/ITI or MSME Development Institute
  • District-level Officer, Rajasthan State Rural Livelihood Development Council (Rajeevika) or representative

Note: Minimum quorum of 4 members, including one bank representative, is mandatory. The Task Force Committee must meet at least once a month. Applications selected by the committee will be forwarded to the lending bank for loan approval.
