Scheme Introduction: A Brief Overview

Rajasthan Mukhyamantri Shahri Rojgar Guarantee Yojana (MSRGY) is a Rajasthan Government scheme that provides wage employment opportunities to eligible families living in urban areas of the state. The government renamed it Mukhyamantri Shahri Rojgar Guarantee Yojana (MSRGY) through an order dated 25 November 2024. The scheme focuses specifically on urban employment needs and provides a state-level employment support mechanism for eligible residents of Rajasthan's urban local body areas.

This Rajasthan Mukhyamantri Urban Employment Guarantee Yojana primarily focuses on urban households in Rajasthan. For rural households, the Central Government provides employment opportunities under the Viksit Bharat–Guarantee for Rozgar and Ajeevika Mission (Gramin), which was earlier called the MGNREGA. These programmes address employment needs in different geographical areas, helping eligible rural and urban residents access wage employment under the rules applicable to their respective schemes.

Eligible family members aged 18 to 60 years can register for the Rajasthan Mukhyamantri Shahri Rojgar Guarantee Yojana, subject to the applicable requirements. The Rajasthan Mukhyamantri Shahri Rojgar Guarantee Yojana provides wage employment opportunities to eligible families living in urban areas. The scheme aims to support household income by offering work on approved public development, maintenance, sanitation, and other urban projects.

• Up to 125 days of guaranteed wage employment per family every year.
• Work must be given within 15 days of a registered member demanding it.
• Daily wages follow the official minimum wage rate for the task done.
• Equal wages for men and women doing the same work.
• Wages paid directly into the worker's bank account (DBT), every 15 days.
• A free job card, valid for 5 years, covering the whole family.

Eligibility Requirements

Applicants must meet the following eligibility conditions to register under the Rajasthan Mukhyamantri Shahri Rojgar Guarantee Yojana and obtain a job card.

• The family must live within the limits of an urban local body in Rajasthan.
• Family members aged 18 to 60 years are eligible to be registered and to demand work.
• A Jan Aadhaar card is mandatory for registration. The Jan Aadhaar card unit is treated as the family unit under the scheme.
• A family without a Jan Aadhaar card can apply for one directly on the Jan Aadhaar portal, or at a nearby e-Mitra centre, and use the enrolment ID to register for the scheme in the meantime.
• Migrant labourers can be given employment only in special circumstances, such as a pandemic or natural disaster, this is not a routine eligibility route.
• No minimum educational qualification or income ceiling applies.

Steps to Apply

Eligible families living in urban areas of Rajasthan can apply for the Mukhyamantri Shahri Rojgar Guarantee Yojana online, directly on the official MSRGY portal or through an SSO ID login and also offline, at a nearby e-Mitra centre. The detailed process is given as:-

Through the Official MSRGY Portal

• Make sure the family has a Jan Aadhaar card. If not, register on the Jan Aadhaar portal or at a nearby e-Mitra centre first.
• Visit the official Mukhyamantri Shahari Rozgar Guarantee Yojana portal and click "Apply for Work".
• Enter the family's Jan Aadhaar card number or Jan Aadhaar enrolment ID.
• Enter the OTP sent to the head of the family's registered mobile number.
• Select the family members to be registered under the scheme.
• Submit the application and download the job card. The concerned urban local body verifies the application and issues the job card on the same working day.
• Once the job card is ready, submit a work demand (Form-1) to the concerned urban local body, stating the month/fortnight for which employment is needed.
• Employment must be provided within 15 days of this demand being received.

Through the SSO Portal

• Visit the Rajasthan SSO registration portal to create an SSO ID if you do not already have one.
• Enter the required Jan Aadhaar details and verify the OTP sent to the registered mobile number.
• After successful verification, you will receive your SSO username and password through SMS.
• Open the Rajasthan SSO login page and sign in using your SSO ID and password.
• Select the Mukhyamantri Shahri Rojgar Guarantee Yojana service from the available options.
• Enter your Jan Aadhaar Card number or Jan Aadhaar enrolment number when prompted and verify the OTP sent to your registered mobile number.
• After OTP verification, the portal will display the family members registered under Jan Aadhaar.
• Select the family members who are between 18 and 60 years of age and are capable of performing labour work under the scheme.
• Read the self-declaration carefully, complete the required details, and submit the application for registration under the scheme.
• After successful registration, download the Mukhyamantri Shahri Rojgar Guarantee Yojana job card for yourself and the other selected eligible family members.
• If you need assistance with the application, visit your nearest authorised e-Mitra centre and ask the operator to help you complete the SSO registration and scheme application process.

Through an e-Mitra Centre

• Applicants can visit their nearest authorised e-Mitra centre to complete the registration or application process.
• Applicants should provide their Jan Aadhaar details and the information required by the authorised operator.
• The operator will assist with the application according to the scheme's prescribed procedure.
• Applicants should keep the application acknowledgement and job card details for future reference.

Note: Applicants who do not have a Jan Aadhaar Card should visit an e-Mitra centre to complete the Jan Aadhaar registration process before applying for the scheme.

Requesting Employment After the Job Card Is Issued

Having a job card does not assign work automatically; a separate work request has to be submitted whenever employment is needed.

1. Go to the official MSRGY portal and click on the "Apply for Work" (Kaam Hetu Aavedan) link.
2. Enter the Jan Aadhaar card number or Jan Aadhaar enrolment ID, and verify the OTP sent to the registered mobile number.
3. Click on "Apply for Job Card" within this section; the portal will pull up the family's existing registered details.
4. From the list shown, select the specific family member(s) who need work.
5. Click "Apply" to submit the work request.
6. The concerned department contacts the eligible person(s) by phone about available work and arranges employment accordingly.
7. Employment must be provided within 15 days of the work request being submitted.
