Scheme Introduction: A Brief Overview
The Rajasthan Social Security Investment Promotion Scheme (SSIPS) is a state government scheme that gives fee waivers, tax relief and other concessions to non-profit institutions that work for the welfare of deprived sections of society. The main objective of the scheme is to encourage the active participation of recognised non-profit institutions in the welfare of children, women, persons with disabilities, beggars and destitute persons, homeless persons, senior citizens, transgender persons, persons affected by drug addiction and persons living with HIV/AIDS. The scheme also aims to create a supportive environment for these institutions by giving them facilities, concessions and exemptions, so that their work becomes easier and more effective.
Under SSIPS-2021, an eligible institution can get a 100% exemption in land-use conversion charges, lease premium on allotted land, regulatory fees, building plan approval fees and stamp duty. It can also get stamp duty and registration fee exemption on donated immovable property, 100% SGST reimbursement on the purchase of non-consumable goods and capital items, an interest subsidy of up to 6% for three years, and a 100% Motor Vehicle Tax exemption. Large institutions can also seek a Customised Package with additional benefits.
Applications under SSIPS are submitted through the SSO Portal and reviewed by the Empowered Committee, which meets quarterly. Eligible institutions receive an Entitlement Certificate (Form-B) for approved concessions. Applications for a Customised Package are forwarded to the High Powered Committee. SSIPS provides institutional benefits, not direct cash transfers.
The Social Justice and Empowerment Department of Rajasthan also administers the Rajasthan Social Security Pension Scheme, the Mukhyamantri Vishesh Yogyajan Samman Pension Yojana, and the Old Age Pension Scheme. Under the Social Security Pension Scheme, over 91 lakh beneficiaries receive a monthly pension of up to ₹1,450. The Vishesh Yogyajan Samman Pension Yojana provides monthly support to persons with 40% or higher disability; and the Old Age Pension Scheme offers financial assistance to women aged 55 years and above and men aged 58 years and above.

The Rajasthan Social Security Investment Promotion Scheme cuts down the cost of setting up and running welfare services by giving eligible institutions one or more of the following concessions.

Eligibility Requirements
Only non-profit institutions that meet the conditions of the Rajasthan Social Security Investment Promotion Scheme can claim its benefits.

Relaxation: Institutions already registered or authorised by the state government under the relevant Acts or Rules for social sector work do not need to submit the above documents with the application.
Who Cannot Get the Benefit?
The scheme order bars or penalises institutions in these cases:
- Institutions blacklisted or declared defaulters by the Central or State Government.
- Institutions that do not follow the applicable laws, rules, or state government guidelines.
- Institutions found guilty of false information or serious irregularities; such institutions may be blacklisted and lose future benefits.
