Scheme Introduction: A Brief Overview

The Rajasthan Vidhwa/Parityakta Mukhyamantri Sambal Yojana (CMSY) is a welfare scheme by the Government of Rajasthan that reimburses the course and tuition fees for widowed and deserted (divorced/abandoned) women pursuing teacher training courses like B.Ed. or D.El.Ed. Under the D.El.Ed. component, eligible women studying in private teacher-training institutions of Rajasthan receive a teaching-fee reimbursement of ₹9,000. In contrast, under the B.Ed. component, the state government reimburses the fee payable for the B.Ed. course to eligible women studying in government and private B.Ed. colleges of the state. In both parts, the applicant must be a widow or a deserted/divorcee woman and must confirm through an affidavit that she has not remarried. B.Ed. applicants must also maintain 75% attendance, must not receive any other scholarship, and must hold a Jan Aadhaar card.

The application method differs for each component. D.El.Ed. trainees submit their application in the prescribed format to the head of their teacher-training institution, and they fill out the form on the CMSY (ShalaDarpan) portal. B.Ed. trainees apply online through their SSO ID on the Higher Education scholarship portal, or through an e-Mitra kiosk. The college head attests and forwards the B.Ed. application online to the district nodal officer, who verifies it and sends it with a recommendation to the Commissioner, College Education, Jaipur.

In the latest update, application windows for both programmes remain open. According to a CMSY portal notice dated 7 September 2026, online applications for D.El.Ed. are being accepted from 8 September 2026 to 8 October 2026. Meanwhile, the Higher Education Department has activated its scholarship portal from 1 October 2026 to 30 November 2026 for the Vidhwa/Parityakta Mukhyamantri (B.Ed.) Sambal Yojana, along with other state scholarships. D.El.Ed. applicants have only a few days remaining and are therefore advised to complete the process without further delay.

In the same direction, the Rajasthan Government also runs the Rajasthan Vidya Sambal Yojana, under which guest faculty are appointed in government schools and colleges to address the shortage of teachers. In addition, through the Rajasthan Mukhyamantri Vidhwa Sahayata Yojana, widows, deserted and divorced women are provided with a monthly pension and financial assistance. Eligibility for D.El.Ed. Component

A D.El.Ed. applicant must meet these conditions:

  • The applicant must be a widow or a deserted/divorcee woman.
  • She must have taken admission to the D.El.Ed./BSTC course.
  • The institution must be a private teacher-training institution located in Rajasthan.
  • She must attach an affidavit confirming that she has not remarried.
  • She must not have already received fee reimbursement for the year she is claiming.
  • The official source does not prescribe any separate age limit, family income limit, caste requirement, or minimum percentage.

Eligibility for B.Ed. Component

A B.Ed. applicant must meet these conditions laid down in the 2022 order:

  • The applicant must be a widow or a deserted/divorcee woman.
  • She must be admitted to and studying the B.Ed. course in a teacher-training institution located in Rajasthan.
  • Students enrolled in the second year who have successfully passed the first year.
  • She must have at least 75% attendance in the college.
  • She must attach a notarised affidavit clearly stating that she has not remarried.
  • She must hold a Jan Aadhaar card with updated details.

  • Affidavit on non-judicial stamp paper attested by a notary, mentioning:
    • Name of the applicant.
    • Husband's name.
    • Father's name of the applicant and of the husband.
    • Date of the husband's death (for widows).
    • Date of the decree/Talaqnama (for deserted women).
    • A clear statement that she has not remarried.

How to Apply for D.El.Ed. Sambal Yojana

D.El.Ed. trainees apply through their teacher-training institution in these steps:

B.Ed. trainees apply online for B.Ed. Sambal Yojana through their SSO ID in these steps:

  • Make sure your Jan Aadhaar card carries updated caste, domicile, bank details, and mobile number.
  • Read the scheme rules and guidelines under Online Scholarship.
  • To apply, first visit the Rajasthan SSO portal and log in using your SSO ID.
  • Open the Citizen App (G2C) and click the "Scholarship (CE)" icon.

B.Ed. Verification and Approval Process

After submission, the B.Ed. application moves through this official verification chain:

  • The head of the B.Ed. college attests the documents and information and forwards the application online to the district nodal officer.
  • The district nodal officer verifies the facts and documents and forwards the application with a recommendation to the Commissioner, College Education, Rajasthan, Jaipur by the prescribed date.
  • The responsibility for getting the application forwarded from the college to the district nodal officer lies with the concerned college/applicant.
  • If any shortcoming leads to rejection of the application, the applicant herself is responsible, so read the guidelines carefully before filling the form.
