Scheme Introduction: A Brief Overview

The Tamil Nadu Free Bus Travel Scheme for Persons with Disabilities is an initiative of the Tamil Nadu Government that provides free public bus travel to eligible persons with disabilities across the state. On 27 October 2026, the government expanded the existing travel concession facility to cover additional categories of government-operated buses. The expansion aims to improve transportation access for persons with disabilities and help them travel independently. Separately, the state also provides free bus travel to women under the Vetri Payanam Scheme, reflecting its efforts to improve public transportation access for different sections of society.

Under the expanded TN Free Bus Travel Scheme for Disabled, persons with 40% or more disabilities belonging to the 21 recognised disability categories under the Rights of Persons with Disabilities Act, 2016, can avail themselves of 100% free bus travel. The facility covers eligible government-operated ordinary city and town buses, low-floor buses, Express buses, LSS buses, Deluxe buses and Mofussil buses. The government has also extended the facility to eligible ordinary-fare buses operating in hilly areas. However, air-conditioned buses are excluded from the expanded free travel arrangement.

The scheme also provides a free travel facility for one accompanying escort. Persons with disabilities who cannot travel independently can use this provision to travel with an escort without paying an additional bus fare. For beneficiaries residing in hilly areas, the existing travel provisions allow free travel up to 35 km in areas with regular bus services (Served Areas) and up to 40 km in areas without regular bus services (Unserved Areas). These distance limits were established under the earlier hill-area travel provisions.

To avail the Free Bus Travel Scheme for Differently Abled Persons benefits, beneficiaries must possess a 16-digit Unique Disability ID (UDID) card issued by the Tamil Nadu Government. The UDID card serves as proof of the beneficiary's benchmark disability status and must be shown to the bus conductor while travelling. The government has made this identification requirement mandatory for availing of the expanded free travel facility. Bus conductors must also issue free travel tickets to eligible beneficiaries and their escorts for every journey to maintain proper travel records.

The expanded facility continues alongside the existing 75% bus travel concession available to persons with disabilities. The government has also clarified that previously issued free travel concession passes for the 2026–2027 financial year will not remain valid under the new arrangement. Eligible beneficiaries must therefore use the prescribed 16-digit Tamil Nadu UDID card to access the expanded facility. The new travel provisions will take effect from the date of issue of the Government Order dated 27 October 2026.

The Department for the Welfare of Differently Abled Persons, Government of Tamil Nadu, is responsible for the scheme's implementation. The order does not prescribe a separate online registration portal or application deadline. Eligible persons with disabilities can avail themselves of the facility by carrying their valid UDID card and presenting it to the bus conductor while travelling in an eligible government bus.

Steps to Apply

The Tamil Nadu Government has not specified a separate application or registration process for the Free Bus Travel Scheme for Disabled passengers. Eligible persons with disabilities can avail themselves of the facility by following these steps:

  • Keep your valid UDID card (showing 40% or more disability) ready before boarding any eligible Tamil Nadu government bus.
  • Show the UDID card to the bus conductor or driver at the time of boarding.
  • The conductor will verify the disability percentage shown on the card.
  • Once verified, the conductor will issue a zero-fare ticket for the journey.
  • If travelling with an escort, inform the conductor so the escort is also issued a free ticket.
  • Note that any free-travel concession card issued earlier for 2026-27 is no longer valid; the UDID card is now the only accepted proof.
