Scheme Introduction: A Brief Overview

The Thaimaaman Thanga Mothiram Thittam is a new welfare scheme approved by the Tamil Nadu Government for newborn babies delivered in Government health institutions. The scheme will be implemented through the Health and Family Welfare Department and focuses on families who choose Government healthcare facilities for childbirth. Eligible beneficiaries can receive the benefit after fulfilling the prescribed conditions and verification requirements.

Under the TN Gold Ring Scheme, each eligible newborn will receive a 1-gram gold ring. The ring provided under the scheme will be BIS hallmarked to ensure quality and purity. In addition, every gold ring will carry the Government of Tamil Nadu logo, making it a unique commemorative gift for newborn beneficiaries. The benefit will be provided through the government health institutions and will be available irrespective of the gender of the child. The scheme also covers higher-order births, ensuring that eligible families are not excluded based on birth order.

The scheme complements Tamil Nadu's existing maternal and child welfare initiatives. Eligible mothers delivering in Government health institutions may also receive support under the Dr. Muthulakshmi Reddy Maternity Benefit Scheme, which provides financial assistance to pregnant and lactating women. In addition, first-time mothers who meet the prescribed conditions may also be eligible for benefits under the Central Government's Pradhan Mantri Matru Vandana Yojana (PMMVY). Together, these programmes aim to improve maternal health, encourage institutional deliveries, and support the welfare of newborn children.

The approval of the scheme is significant because the Mother Uncle Gold Ring Scheme was included among the promises made during the election campaign. To implement the scheme across Tamil Nadu, the Government has sanctioned more than ₹755 crore. According to official estimates, around 4.4 lakh newborns delivered annually in Government health institutions are expected to be covered under the scheme.

One of the important highlights of the Thaai Maaman Gold Ring Scheme is that the benefit is not limited to children born after the scheme's inauguration. Eligible newborns born on or after 22 June 2026 will be covered under the scheme. This means families whose children were born during the specified coverage period can also receive the 1-gram gold ring, subject to the scheme's eligibility conditions.

To receive the benefit, the mother must be a resident of Tamil Nadu and should be registered under the PICME system with a valid RCH ID. The delivery must take place in a Government health institution. Newborns delivered in private hospitals are not eligible for benefits under the current scheme guidelines. Beneficiaries are not required to submit a separate application form under the scheme. Instead, the concerned Government health institution will verify the mother's PICME registration, RCH ID, hospital delivery records, and prescribed residence proof documents before providing the gold ring.

The Tamil Nadu Government has announced that the Thaimaaman Thanga Mothiram Thittam will be officially launched on 28 September 2026 (Monday). The scheme was earlier scheduled to launch on 15 September but was postponed. Under the scheme, eligible newborns delivered in government hospitals will receive a 1-gram gold ring. The government has procured 1.28 lakh gold rings for the first phase of distribution

Eligibility Requirements

• The beneficiary mother must be a resident of Tamil Nadu.
• The delivery must take place in a Government health institution in Tamil Nadu.
• The mother should be registered under the PICME system.
• The scheme covers eligible newborns born on or after 22 June 2026.
• The mother must possess a valid RCH (Reproductive and Child Health) ID.
• The scheme is available for mothers who give birth to a newborn child.
• The benefit is available irrespective of the birth order of the child. Mothers with higher-order births are also eligible.
• The scheme covers all newborns without any gender-based discrimination.
• The mother must provide any one of the prescribed residence proof documents for verification.

Note: Applicants can submit any one of the prescribed residence proof documents, such as Aadhaar Card, Ration Card, Voter ID Card, Labour Welfare Board Identity Card, Department of Posts Address Proof Card, or Nativity Certificate to establish Tamil Nadu residency.

Steps to Avail Scheme Benefits

Beneficiaries are not required to submit a separate application form under the Thaimaaman Thanga Mothiram Thittam. Eligible newborns are expected to receive the benefit through the Government health institution where the delivery takes place. However, for this, they need to fulfil the following conditions:

1. The pregnant woman should register under the PICME system and obtain an RCH ID.
2. The delivery must take place in a Government health institution in Tamil Nadu.
3. After childbirth, the mother must submit the prescribed residence proof and other required documents for verification.
4. The hospital authorities will verify the delivery records, PICME details, RCH ID, and eligibility conditions.
5. Upon successful verification, the eligible newborn will receive the 1-gram gold ring under the scheme.
