Scheme Introduction: A Brief Overview

The Tamil Nadu government has announced a new rural housing scheme called Vetri Veedu Thittam while presenting the state budget for 2026-27 on August 5, 2026. Finance Minister Dr. N. Marie Wilson described permanent housing for homeless poor families in rural areas as the foremost challenge prioritised by the government, and the scheme has been designed exclusively for families who are still living in Kutcha huts. The core objective of Vetri Veedu Thittam is to convert these temporary mud and thatched dwellings into permanent pucca houses and to gradually move Tamil Nadu towards hut-free status, something the state has not been able to achieve despite thirty years of housing schemes run by both the State and the Union governments.

Vetri Veedu Thittam introduces a new approach to rural housing assistance, with the unit cost increased to Rs.5 lakh per house. The scheme has a similar broad objective to the earlier Kalaignarin Kanavu Illam Scheme, which provided housing assistance to rural kutcha hut-dwelling families. The Government has stated that the earlier lower unit cost was causing genuinely poor and deserving households to be excluded because they could not afford the additional construction expenses. With the revised unit cost, the scheme aims to make pucca housing accessible to households that could not previously afford to bridge the funding gap.

For the first year of implementation, the Tamil Nadu government has sanctioned 70,000 houses under Vetri Veedu Thittam, at an estimated cost of Rs.3,500 crore. The Rural Development Department has been given the responsibility of identifying eligible beneficiaries, and it will conduct a fresh door-to-door survey across rural Tamil Nadu for this purpose. This fresh survey is meant to correct the inclusion and exclusion errors that the government has flagged as one of the reasons earlier housing schemes could not achieve full coverage, along with insufficient funding and scarcity of land in rural areas.
