Free bus travel to only telagnaga ladies is not justified

Dear Sir,
The free bus travel facility to all women and girls of Telangana state is creating Discrimination between the Telanaga women and other state women.
I am from Maharashtra. It is regret to mention that Free travel is not available for non telanagana women in Telanagana state buses.
In Telagana state, there is hardly about 10% people from other states come for jobs.Half of the 10% are ladies. i.e. only 5% ladies are not given the benefit of free bus travel in the state.
Congress is a national party. So its schemes too must be benefitted to all state residents staying in Telagana.
The scheme is already providing free bus tickets to about 95% women,what will Telenagana loose if this scheme is extended to another 5% other states women staying in telenaga.IF YOU PROVIDE FREE BUS TRAVEL TO ALL WOMEN STAYING IN TELENAGANA STATE, THERE SHALL BE NO DISCRIMINATION BETWEEN THE WOMEN OF TELANAGA AND OTHER STATES.
