Scheme Introduction: A Brief Overview
- Many electricity consumers in Uttar Pradesh have long-pending bills running into thousands of rupees, which they are unable to pay due to financial difficulties.
- To reduce this burden and help consumers clear their overdue amounts, the Uttar Pradesh Government has introduced the "Bijli Bill Rahat Yojana 2025-26".
- The main purpose of this scheme is to provide relief to electricity users by offering rebates on late payment charges and reductions in the principal outstanding amounts.
- This relief scheme is being implemented state-wide by the Uttar Pradesh Power Corporation Limited (UPPCL).
- Under the scheme, consumers will receive a 100% waiver on the late payment surcharge or interest that has accumulated on their outstanding electricity bills.
- Additionally, consumers can get a rebate of up to 25% on the principal amount of the pending bill if they register and pay within the first phase of the scheme.
- The scheme runs from 1 December 2025 to 28 February 2026, and it has been divided into three phases for phased rebates.
- Phase-1 :- 01-12-2025 to 31-12-2025 - Up to 25% rebate on principal after full payment within 30 days of registration.
- Phase-2 :- 01-01-2026 to 31-01-2026 - Up to 20% rebate on principal after full payment within 30 days of registration.
- Phase-3 :- 01-02-2026 to 28-02-2026 - Up to 15% rebate on principal after full payment within 30 days of registration.
- In all phases, the late payment surcharge (interest) is fully waived, i.e., 100% relief on the surcharge is given.
- Consumers can register for the scheme and pay through the official UPPCL portal (www.uppcl.org), UPPCL Consumer App, fintech agents, meter readers, Jan Seva Kendras, or the local electricity department office.
- There is a registration fee of Rs. 2,000, or 10% of the assessment amount (whichever is higher). This amount is then adjusted in the consumer's bill settlement.
- To support easier payment, consumers who pay in instalments also receive minor rebates :-
- If paid in Rs. 750/- monthly instalments and the current bill is also cleared, a 10% rebate on the principal is provided.
- If paid in Rs. 500/- monthly instalments and the current bill is cleared, a 5% rebate on the principal is provided.
- Consumers who have cases of electricity theft also get relief; they receive concessions applied under the scheme and may also be relieved from related legal proceedings as part of the settlement.
- The scheme also makes provisions to treat high bills fairly, if a current bill is unusually high, users can pay based on their average consumption (e.g., 144 units per kilowatt) to qualify for the benefit.

- Uttar Pradesh Government is also going to encourage consumers to install rooftop solar plants under the PM Surya Ghar Muft Bijli Yojana.

Scheme Benefits
- The scheme provides a full waiver (100%) of the late payment surcharge (interest) charged on outstanding electricity bills.
- Consumers are also eligible for a 25% reduction in the principal bill amount, if paid in 1st phase of the scheme.
- If the electricity bill is paid in the 2nd phase then the rebate on the principal amount is 20%.
- And, If the electricity bill paid in 3rd phase then the rebate on the principal amount is 15%.
- The remaining dues can be cleared through convenient instalment options of Rs. 500/- (Rebate of 10% on Principal Amount) or Rs. 750/-. (Rebate of 10% on Principal Amount)
- In cases related to electricity theft, the scheme offers a 50% rebate on the applicable tax amount.
Eligibility Requirement
- Only residents of Uttar Pradesh can avail the benefits of this scheme.
- The consumer must have an active and valid electricity connection.
- Relief under the scheme is available only to those consumers who have outstanding dues on their electricity bill.

Steps to Apply
- There is no separate application process for the Uttar Pradesh Government's Bijli Bill Rahat Yojana 2025.
- Any electricity consumer with outstanding dues can automatically get relief on both the original bill amount and the late payment surcharge.
- To receive the benefit under this scheme, consumers simply need to clear their pending electricity bill.
- Consumers have more than one option to make the payment.
- One option is to visit the nearest office of the electricity department and pay the bill amount at the cash counter.
- After payment, department officials will adjust the principal and surcharge amounts according to the rebate rules of the Bijli Bill Rahat Yojana.
- Alternatively, consumers can also pay their electricity dues online through the official UPPCL website or the UPPCL mobile application.
- On the portal, select the "Pay Online Electricity Bill" option.
- Choose your district, enter your electricity connection number or registered mobile number, and proceed to view the bill details.
- The system will automatically fetch the connection information linked to the entered details.
- Consumers will be able to see the revised bill amount after rebate, including the adjusted principal and surcharge.
- Once the displayed amount is paid, the consumer successfully avails the rebate benefit under the Bijli Bill Rahat Yojana.
