Scheme Introduction: A Brief Overview

The Mukhyamantri Shikshak Cashless Chikitsa Yojana is a healthcare scheme launched by the Uttar Pradesh Government to provide cashless medical treatment facilities to teachers and other personnel associated with the Basic Education Department, the Secondary Education Department and the Higher Education Department. The scheme aims to ensure that eligible beneficiaries and their dependent family members can access quality healthcare services without facing financial difficulties during serious illnesses, accidents, surgeries, or other medical emergencies.

Under the Mukhyamantri Shikshak Cashless Chikitsa Yojana, eligible beneficiaries and their dependent family members can receive cashless medical treatment of up to ₹5 lakh per family per year. Treatment facilities will be available in government hospitals as well as empanelled private hospitals. Since the scheme follows a cashless treatment model, beneficiaries will not have to arrange money in advance for approved hospitalisation expenses.

In addition, the Uttar Pradesh Government has facilitated additional social security benefits for teachers and education staff through a Memorandum of Understanding (MoU) with Punjab National Bank (PNB). These benefits include personal accident insurance of up to ₹1.50 crore, air accident insurance of up to ₹3 crore, hospital cash benefits of up to ₹60,000, and term life insurance coverage of up to ₹12 lakh. Together, these initiatives provide comprehensive financial and healthcare protection to eligible beneficiaries and their families.

The scheme is available to eligible teachers and other personnel working under the Basic Education Department, the Secondary Education Department and the Higher Education Department, along with their eligible dependent family members. However, individuals who are already covered under government-funded health schemes such as Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Mukhyamantri Jan Arogya Abhiyan, or similar health insurance schemes are not eligible to receive benefits under this scheme.

Each of the three education departments runs its own separate registration portal for the Mukhyamantri Shikshak Cashless Chikitsa Yojana. Teachers and staff of the Basic Education Council apply at cmtcts.upsdc.gov.in. Teachers and staff of secondary schools apply at mcmtcts.upsdc.gov.in. Teachers and staff under the Higher Education Department apply at hcmtcts.upsdc.gov.in. The application and status-check process is the same on the Basic and Secondary Education portals, while the Higher Education portal follows a slightly different flow. Approval, however, is handled by a different authority in each of the three departments, so beneficiaries should confirm which department they are attached to before starting the application. An application filed on the wrong portal will not reach the correct verifying authority.

To receive treatment under the Mukhyamantri Shikshak Cashless Chikitsa Yojana, beneficiaries must obtain a Cashless Health Card. The card will be used to verify the beneficiary's identity at empanelled hospitals before treatment is provided. The scheme is being implemented through the State Agency for Comprehensive Health and Integrated Services (SACHIS), and treatment will be provided according to package rates approved under Ayushman Bharat and the National Health Authority (NHA). After completing registration and verification, beneficiaries can download their Health Card online and use it to avail cashless treatment benefits.

The Uttar Pradesh Government already operates healthcare initiatives such as the Mukhyamantri Jan Arogya Yojana for eligible families and the Pandit Deendayal Upadhyaya Rajya Karmchari Cashless Chikitsa Yojana for state government employees and pensioners. With the launch of the Mukhyamantri Shikshak Cashless Chikitsa Yojana, teachers and other personnel associated with the Basic, Secondary and Higher Education Departments will receive dedicated healthcare protection and access to cashless medical treatment facilities.

  • Enter your teacher details in the application form and save it.

If Your Higher Education Application Is Rejected

The University Registrar can return an application instead of approving it. If this happens, the application is sent back to you with remarks explaining the problem.

  1. Click "Edit Application" on the portal.

Note for secondary school teachers: The process flow document currently available on the Secondary Education portal is the Basic Education version, which names the Basic Education portal address and BEO/BSA approval. Apply on mcmtcts.upsdc.gov.in and follow the instructions shown on that portal itself, rather than the portal address printed in that document.
