Scheme Introduction: A Brief Overview

The Uttar Pradesh Rooftop Gardening Scheme has been introduced by the Department of Horticulture, Government of Uttar Pradesh to encourage urban households to turn unused rooftop spaces into productive home gardens. Through the scheme, residents can grow vegetables, fruits, herbs and other plants while promoting chemical-free cultivation and adding greenery to urban surroundings.

The scheme focuses on making better use of available terrace space, encouraging household-level production of fresh produce and increasing green cover in cities. It also aims to build awareness about environmentally responsible gardening and promote sustainable practices among urban residents.

Under the scheme, eligible beneficiaries are provided with a horticulture kit worth ₹10,000 to help them establish and maintain a rooftop garden. Out of this amount, ₹500 is allocated for planting material, including seeds and saplings. The remaining ₹9,500 covers essential gardening equipment and inputs, including rectangular and circular HDPE grow bags, sprayers, hazaras or watering cans, khurpis, cocopeat, vermicompost and neem oil. The kit therefore provides the basic materials required to start rooftop cultivation at home.

The scheme is being implemented initially in seven districts of Uttar Pradesh, Lucknow, Varanasi, Gorakhpur, Gautam Buddh Nagar, Ghaziabad, Jhansi and Bareilly. In the first phase, 500 beneficiaries will be selected from each participating district.

The scheme is open to residents of urban areas covered under the implementation districts. Applicants must have at least 100 square feet of open and unobstructed rooftop or terrace space available for gardening. The availability of this space has to be confirmed through the required affidavit and supported by a geotagged photograph of the rooftop.

Scheme Benefits

Eligible beneficiaries receive a horticulture kit worth ₹10,000 for setting up and maintaining a rooftop garden. The kit consists of:

• The ₹500 planting-material component includes items such as seeds and saplings.
• The remaining ₹9,500 covers essential gardening materials, including:

  • Hazaras/watering cans
  • Khurpis/hand trowels
  • Cocopeat
  • Vermicompost

Districts Covered

The first phase of the scheme covers the following seven districts:

• Lucknow
• Varanasi
• Gorakhpur
• Gautam Buddh Nagar
• Ghaziabad
• Jhansi
• Bareilly

Each participating district will select 500 beneficiaries, making the initial district-wise target 3,500 beneficiaries across the seven districts.

Eligibility Requirements

• The scheme is available to residents of urban areas covered under the implementation districts.
• The applicant must have a minimum of 100 square feet of open and unobstructed rooftop or terrace space available for rooftop gardening.
• The applicant must also be able to provide proof of residence within the applicable municipal corporation limits and submit the documents required under the scheme.

Required Documents

Applicants should keep the following documents ready while applying:

• Valid photo identity proof such as Aadhaar Card, Voter ID or another accepted identity document.
• Proof of residence within the applicable municipal corporation limits.
• Signed affidavit confirming the availability of at least 100 square feet of open terrace space.
• Geotagged photograph of the rooftop.

Steps to Apply

Eligible residents can apply through the Uttar Pradesh Horticulture Department's official DBT portal.

• Visit the official Uttar Pradesh Horticulture Department DBT portal (dbt.uphorticulture.in). If registered already the login with credentials or if you are a new user, click on "किसान पंजीकरण" to register.

• You will be redirected to the registration page.

• Select your district and enter your name as per Aadhaar Card, mobile number and Aadhaar number. Create and confirm your password.
• Click on "Send OTP" and enter the OTP received on your mobile number to complete verification.
• Complete the registration by providing the required details and uploading the documents asked for on the portal.
• After registration, log in to the portal using your registered details and password.
• From the dashboard, click on "योजना के लिए आवेदन करें (डीबीटी)" and select Rooftop Gardening Scheme.
• 

• Fill in the required details and upload the scheme documents, including identity proof, residence proof, affidavit for 100 sq. ft. rooftop space and geotagged rooftop photograph, as required.
• Check all the details carefully and submit the application online. Save the application or acknowledgement number for future reference.

Since selection is on a first-come, first-served basis, apply as early as possible. Selection will also depend on meeting the eligibility conditions and the available beneficiary limit.

Selection Process and Important Conditions

• Beneficiaries are selected on a first-come, first-served basis under the scheme.
• An application will be considered only if the applicant meets all the eligibility requirements of the scheme.
• The applicant must have at least 100 square feet of open rooftop space for gardening.
• To confirm the availability of the space, the applicant must submit an affidavit and a geotagged photograph of the rooftop.
• In the first phase, the scheme is being implemented in Lucknow, Varanasi, Gorakhpur, Gautam Buddha Nagar, Ghaziabad, Jhansi, and Bareilly.
• A target of 500 beneficiaries per district has been set for the first phase. Therefore, eligible applicants should submit their applications promptly after applications open in their district.
