Scheme Introduction: A Brief Overview
The Uttarakhand Mukhyamantri Udyamashala Yojana (MUY) (Rural Business Incubators) is a State Sector scheme of the Rural Development Department, Government of Uttarakhand, that helps rural people turn business ideas into viable enterprises. Launched on 7 June 2021, the scheme is implemented through Rural Business Incubators (RBIs). Instead of providing a fixed cash grant, it functions as a business incubation and support programme for rural communities. It guides aspiring entrepreneurs, women, Self-Help Groups (SHGs), community-based organisations and existing rural enterprises at every stage of their business journey, from developing an initial idea to expanding an established business.
The state government launched this initiative because its livelihood programmes showed a clear gap: rural residents needed steady self-employment, and new and existing micro and small enterprises needed professional business support to start and grow. The objective of the scheme is to encourage the residents of Uttarakhand to take up self-employment and to support entrepreneurs from start to finish in setting up enterprises. Its specific goals include promoting innovation, entrepreneurship and business development in rural areas, creating livelihood opportunities for rural youth so that they do not have to migrate out of the state, building a strong ecosystem for farm and non-farm enterprises, and developing innovative solutions to local problems.
The Udyamashala Scheme offers hand-holding support to entrepreneurs working in sectors such as agriculture and allied activities, food processing, handloom and handicrafts, homestays, and herbal and aromatic products. Through the incubators, beneficiaries get help with developing an entrepreneurial mindset, business ideation, business planning, registration and legal compliance, market linkages, access to finance and investment, mentorship, and co-working space.
Each selected incubatee attends an intensive 3-5 day classroom-based incubation training, returns to work on the business, and then comes back for the next module after a gap of 15 to 30 days. Depending on need, the incubators also run long-term cohorts of 6-9 months, short-term cohorts of up to 3 months, 3–5 day boot camps, and 1-2 day short orientation trainings.
The Rural Development Department has established two Rural Business Incubators to support aspiring entrepreneurs across Uttarakhand. One is located in Dugadda block (Kotdwar) of Pauri Garhwal district in the Garhwal division, while the other is situated in Hawalbagh block of Almora district in the Kumaon division. During its initial phase, the Udyamashala Scheme aims to benefit at least 500 candidates from across the state over a period of two years. Applications are screened by a District Level Screening Committee chaired by the respective District Magistrate. The incubators also monitor each supported business for at least five years to assess its growth in revenue, income, and market reach.
Apart from the Uttarakhand Mukhyamantri Udyamashala Yojana, the Uttarakhand Government also implements other schemes to promote self-employment and entrepreneurship, including the Uttarakhand Veer Chandra Singh Garhwali Paryatan Swarojgar Yojana, which provides financial assistance for tourism-related self-employment ventures, and the Uttarakhand Devbhoomi Udhyamita Yojana, which promotes entrepreneurship and business development among students in higher educational institutions. Interested applicants can explore the complete details of both schemes here.
