Scheme Introduction: A Brief Overview
- The Chief Minister of Assam, Shri Himanta Biswa Sarma, announced a new financial incentive scheme for male students, called the Mukhya Mantrir Nijut Babu Scheme, via Twitter on January 1, 2026.
- To move forward with implementation, the Higher Education Department of Assam released the official guidelines and application form for the scheme on 06-01-2026.
- The Assam Government will officially launch the Mukhya Mantrir Nijut Babu Scheme on 01-02-2026.
- The scheme aims to increase male student enrollment, promote higher education, and reduce dropouts among economically weaker sections in Assam.
- Earlier, the Assam Government introduced the Mukhya Mantrir Nijut Moina Scheme, which provides monthly financial support to female students.
- The government identified the need for a similar support system for male students to help them continue their education without financial pressure.
- Through the Mukhya Mantrir Nijut Babu Asoni, the government will provide monthly financial incentives to students studying in the first year of Undergraduate or Postgraduate courses.
- Male students enrolled in the first year of UG courses such as BA, B.Sc., or B.Com will receive Rs. 1,000 per month for 10 months, totalling Rs. 10,000 per academic year.
- Male UG students who already receive benefits under the Chief Minister Jibon Prerana Scheme cannot apply for financial assistance under Nijut Babu Asoni.
- Male students studying in the first year of Postgraduate courses like MA, M.Sc., or M.Com will get Rs. 2,000 per month for 10 months, amounting to Rs. 20,000 per academic year.
- Postgraduate students who benefit from the Banikanta Kakati Merit Award Scheme cannot apply for assistance under the Chief Minister Nijut Babu Scheme.
- Permanent resident male students of Assam who study as a regular students in Government or Provincialised Educational Institutions within Assam, belong to the economically weaker section, and have a family income not exceeding Rs. 4,00,000/- per year qualify for monthly financial support under this scheme.
- Eligible students can obtain the Nijut Babu Scheme Application Form from their respective colleges.
- Students must collect the form, fill in the details correctly, submit it to the college, and receive the monthly incentive directly in their bank account under the Assam Government's Mukhyamantri Nijut Babu Scheme.
- Beneficiary students will start receiving financial assistance under the Mukhya Mantrir Nijut Babu Scheme from 01-02-2026.
Scheme Benefits
- Eligible male students will receive a monthly scholarship incentive under this scheme.
- First-year Undergraduate students will get Rs. 1,000 per month for 10 months, amounting to Rs. 10,000 per academic year.
- First-year Postgraduate students will receive Rs. 2,000 per month for 10 months, totalling Rs. 20,000 per academic year.
- The scheme will not release any financial assistance during summer vacation or any break that lasts more than one month.
Eligibility Requirements
- Only students who hold permanent residency in Assam can apply under this scheme.
- Applicants must study in the first year of an undergraduate or postgraduate course.
- Students enrolled in Government or Provincialised educational institutions qualify for this scheme.
- The annual family income of the applicant must remain below Rs. 4 lakh.
- The scheme provides monthly financial assistance only to regular students.
- Students who already receive benefits under the Chief Minister Jibon Prerana Scheme (UG Level) cannot apply.
- Postgraduate students who benefit from the Banikanta Kakati Merit Award Scheme also do not qualify for this scheme.
- Married male students cannot claim the incentive amount under this scheme.
Required Documents
- A duly filled application form.
- Original Aadhaar card along with a self-attested photocopy.
- SAMARTH portal enrollment number.
- Valid Proof of Residence in Assam.
- Annual Family Income Certificate or a Valid Ration Card.
- Active Bank Account Details, including Account Number and IFSC Code.
- Applicant's Mobile Number and Email Address for Communication.
Steps to Apply
- The Assam Government has issued the official guidelines along with the application form for students under the Mukhya Mantrir Nijut Babu Scheme.
- Students enrolled in Undergraduate and Postgraduate courses must apply using separate application forms under this scheme as given below :-
- The application form for UG and PG students under the Assam Government's Mukhya Mantrir Nijut Babu Scheme is also available free of cost at the respective colleges.
- Registrars or Principals will officially announce the scheme in their respective educational institutions and distribute the application forms among eligible students.
- The Head of the Educational Institution must also appoint 1 or 2 Nodal Teachers to implement the Mukhya Mantrir Nijut Babu Scheme effectively.
- Eligible students need to collect the Nijut Babu Scheme Application Form from their college and fill in the required information carefully.
- The application form requires students to provide the following details :-
- Personal Information.
- Educational Information.
- Bank Account Information.
- Students must attach all necessary documents with the completed application form and submit it to the college administration office.
- Registrars or Principals will collect the submitted application forms and verify all student details.
- After verification, the college will upload the details of eligible students on the SAMARTH Portal for automatic verification.
- The educational institution must ensure that every applicant submits a valid parent income certificate or ration card, which the college will verify and upload on the portal.
- Officials from the Department of Higher Education, Government of Assam, will recheck the student details submitted by the colleges under the Mukhya Mantri Nijut Babu Scheme.
- Students who meet the eligibility criteria will receive monthly financial assistance for 10 months in the form of a scholarship under this scheme.
- For any guidance or support related to the Mukhya Mantrir Nijut Babu Aasoni, students should contact the Nodal Officer appointed by their college.
