Scheme Introduction: A Brief Overview

Construction workers perform their duties in high-risk environments every day. Working at heights, operating heavy machinery, and working under unsafe conditions can lead to accidents. In some cases, a serious illness or accident may leave a worker permanently disabled. When this happens, the worker may lose their regular source of income, putting the entire family under financial strain. To provide support in such difficult circumstances, the Bihar Building and Other Construction Workers Welfare Board (BOCW) operates the Bihar Nirman Shramik Disability Pension Scheme. The scheme provides financial security to registered construction workers who become permanently disabled, helping them and their families meet their basic needs without facing severe financial difficulties.

Under the Disability Pension Scheme, the Board provides two types of assistance: one-time lump-sum financial assistance and a regular monthly pension. In case of permanent total disability, the worker receives a lump-sum amount of ₹75,000, while ₹50,000 is provided for permanent partial disability. In both cases, a separate monthly pension of ₹1,000 is provided. The benefit is available only to workers who are duly registered with the Board and whose membership is at least one year old.

Workers can apply online for the scheme through the official BOCW portal. The application process is online, and one of the most important conditions is that the worker must apply within two years from the date of issuance of the disability certificate. Applications submitted after this time limit are not accepted.

The Bihar Building and Other Construction Workers Welfare Board also operates the Bihar Nirman Shramik Matritva Labh Sahayata Yojana and the Bihar Nirman Shramik Pension Yojana to provide financial support to women workers and construction workers in the state. Under the Matritva Labh Sahayata Yojana, registered women construction workers are provided an amount equivalent to 90 days' wages at the minimum wage prescribed by the state government for unskilled workers for their first two deliveries. Under the Nirman Shramik Pension Yojana, registered workers with at least five years of membership receive a monthly pension of ₹1,100 after attaining the age of 60 years, providing them with financial security during old age.

Scheme Benefits

The Board determines the financial assistance based on the category of disability. The monthly pension remains the same in both categories.

• Permanent Total Disability: One-time assistance of ₹75,000 and a monthly pension of ₹1,000.
• Permanent Partial Disability: One-time assistance of ₹50,000 and a monthly pension of ₹1,000.

Eligibility Requirements

To receive benefits under the scheme, the worker must fulfil the conditions prescribed by the Board.

• The applicant must be a construction worker duly registered with the Bihar Building and Other Construction Workers Welfare Board.
• The applicant must have at least 1 year of membership with the Board.
• The applicant must have suffered a permanent total or permanent partial disability.
• The disability certificate must be issued by the Civil Surgeon.

Who Is Not Eligible?

Applicants will not be able to receive benefits under the scheme in the following situations:

• The worker is not registered with the Board.
• The worker has less than 1 year of membership.
• The worker applies more than 2 years after the date of issuance of the disability certificate.

Required Documents

The Board has prescribed the following documents for the scheme:

• Disability certificate issued by the Civil Surgeon.
• Medical record from a government hospital mentioning the date of admission and date of discharge.
• Proof of residence/permanent residence certificate of Bihar.
• Mobile number.
• Bank account details.

Steps to Apply

Before applying, the worker must be registered with the Board. After registration, the application can be completed through the prescribed steps.

• First, visit the official Bihar BOCW portal.
• Log in using your registered worker account.
• Next, select the Bihar Nirman Shramik Disability Pension Scheme from the list of schemes.
• Carefully enter all the required information in the application form.
• Fill out the application form, upload all the required documents on the portal, and submit the form.
• For beneficiary selection, the application form and submitted documents will be verified by officials of the Labour Resources Department.
• After verification, the assistance amount will be provided to the bank account details submitted by the selected beneficiaries.

What to Do If You Are Not Registered?

Workers who are not yet registered with the Board must complete their registration first.

• Visit the worker registration page on the portal and complete the registration process.
• Keep in mind that membership must be at least 1 year old to apply for the Disability Pension Scheme.
