Scheme Introduction: A Brief Overview

The Bihar Building and Other Construction Workers Welfare Board, functioning under the Labour Resources and Migrant Workers Welfare Department of the Government of Bihar, implements various welfare schemes for registered construction workers in the state. Among these is the Bihar Nirman Shramik Matritva Labh Sahayata Yojana. Through this scheme, the Board provides financial assistance to eligible registered female construction workers at the time of childbirth. Considering the loss of income during delivery and the additional expenses borne by the family of women working in the construction sector, this assistance serves as significant economic support.

The primary objective of the Bihar Nirman Shramik Matritva Labh Sahayata Scheme is to provide financial assistance to eligible registered female construction workers at the time of delivery, so that the economic burden on the family during childbirth can be reduced to some extent. An important feature of this scheme is that the maternity assistance provided by the Board is available in addition to the related benefits received from the Health Department, Social Welfare Department, and other departments. This means that if an eligible woman is entitled to benefits under any other government scheme, she will not be deprived of the assistance under this scheme merely because of receiving those benefits, provided she also fulfils the prescribed eligibility conditions of this scheme.

The amount of assistance under the scheme is not fixed as a specific sum of money. As per the Board’s provisions, maternity benefit is provided equivalent to 90 days’ wages calculated on the basis of the minimum wage rate applicable for unskilled workers in the state on the date of delivery. Therefore, the actual assistance amount received by a beneficiary will depend on the minimum wage rate for unskilled workers prevailing on the date of childbirth. The benefit under the Bihar Nirman Shramik Matritva Labh Sahayata Yojana is limited to the birth of the first two children only. Thus, there is no provision for maternity benefit under this scheme in the case of the birth of a third or subsequent child.

Mere engagement as a construction worker is not sufficient to avail the benefits of this scheme; the prescribed eligibility conditions of the Board must also be fulfilled. The applicant must be duly registered with the Bihar Building and Other Construction Workers Welfare Board, and her membership with the Board must be at least one year old. The time limit for application is also important. As per the available scheme-related instructions, it is mandatory to submit the online application within one year from the date of the child’s birth to receive the benefit. Therefore, eligible female construction workers should prepare the necessary documents related to the birth and apply within the prescribed period.

The current BOCW portal provides various services, schemes, and information related to construction workers. Through this portal, workers can obtain information regarding their registration, login, and various welfare schemes, and can also apply online on the Board’s official website. In addition, the BOCW Board is also implementing the Bihar Nirman Shramik Cycle Yojana for construction workers, under which registered workers are provided financial assistance of up to ₹3,500 for purchasing a bicycle. Similarly, under the Bihar Nirman Shramik Pension Yojana, eligible workers who have completed 60 years of age are provided a pension of ₹1,000 per month.

Scheme Benefits

This scheme provides direct financial assistance to registered construction workers at the time of childbirth. The benefits prescribed by the Board under the scheme are as follows:

• Assistance Amount: An amount equivalent to 90 days’ wages, calculated as per the state’s minimum wage for unskilled workers applicable on the date of delivery, will be provided.
• Frequency: This benefit is available only for the birth of the first two children.
• Additional Benefit: This amount is provided in addition to the benefits received from the Health Department, Social Welfare Department, and other departments.

Eligibility

Before applying for maternity benefit, the worker must fulfil the Board’s eligibility conditions. The prescribed eligibility is as follows:

• The applicant must be a duly registered construction worker with the Bihar Building and Other Construction Workers Welfare Board.
• The applicant must be a permanent resident of Bihar.
• The applicant’s membership with the Board must be at least 1 year old.
• The benefit will be available only for the birth of the first two children.
• It is mandatory to submit the online application within one year of the child’s birth.

Who is Not Eligible

As per the Board’s conditions, the benefit of the scheme will not be available in the following situations:

• Workers who are not duly registered with the Board.
• Workers whose membership is less than 1 year old.
• On the birth of a third or subsequent child.
• Applications submitted after one year from the child’s birth.

Required Documents

The following documents are required at the time of applying for the Bihar Nirman Shramik Matritva Labh Sahayata Yojana:

• Proof of residence / Permanent residence certificate of Bihar
• Birth certificate of the child or delivery certificate issued by the hospital
• First immunization certificate issued by the competent authority
• Passport-size photograph of the applicant

Steps to Apply

Registration with the Board and a minimum of 1 year of membership are mandatory for maternity benefit. Workers who are not yet registered should complete the registration first. The application process under the scheme is completed in the following steps:

• Visit the Board’s official portal.
• If you are not registered, go to the Register option in the menu and select Worker.
• Complete the registration as per the instructions given on the portal.
• After completing the registration, go to the Login option in the menu, select Worker, and log in.
• Go to the Schemes section and select the Bihar Nirman Shramik Matritva Labh Sahayata Yojana.
• Read the information regarding eligibility, benefits, and required documents of the scheme.
• Fill the application form and upload the child’s birth certificate or the hospital’s delivery certificate.
• Finally, check the form and submit the application.
