Scheme Introduction: A Brief Overview

The Bihar Nirman Shramik Cycle Yojana, officially known as the Grant for Purchase of Bicycle, is a welfare scheme run by the Bihar Building and Other Construction Workers Welfare Board. The Board works under the Labour Resources Department of the Government of Bihar. The scheme provides financial assistance to registered construction workers for purchasing a bicycle.

Under the Nirman Shramik Cycle Scheme, the Board gives a maximum of ₹3,500 as assistance. The worker must first buy the bicycle and then submit the purchase receipt to claim the amount. Only those workers who have completed at least one continuous year of membership with the Board are eligible for this benefit. The assistance is provided only once to each eligible worker. After verification, the Board transfers the approved amount directly into the worker's bank account through RTGS.

This benefit is available only to construction workers who are registered with the Bihar Building and Other Construction Workers Welfare Board and whose membership is active at the time of application. Under the BOCW Act, 1996, construction work covered by the Factories Act, 1948 or the Mines Act, 1952 does not count as "building or other construction work".

The BOCW Board provides various social security and welfare benefits to unorganised construction workers engaged in building and other construction work across the state. The Nirman Shramik Cycle Yojana is one of the benefits provided by the Board. All payments under the Board's welfare schemes are made directly into the beneficiary's bank account through the RTGS method.

Scheme Benefits

The scheme offers the following financial assistance to help registered construction workers buy a bicycle:

• The maximum assistance amount is ₹3,500.
• The amount is released only after the worker buys a bicycle and submits a valid purchase receipt.
• The Board transfers the approved amount directly to the worker’s bank account through RTGS.
• The benefit is given only once to each eligible worker.

Eligibility Requirements

To apply for the Nirman Shramik Cycle Scheme, an applicant must fulfill the following eligibility conditions:

• The applicant must be engaged in building or other construction work.
• The applicant must be registered with the Bihar Building and Other Construction Workers Welfare Board.
• The worker must have completed a minimum of one continuous year of membership.
• The membership must remain active at the time of application.
• The worker must purchase a bicycle and produce its valid purchase receipt.

The following documents are required for claiming the benefits of the scheme.

• Aadhaar Card
• Photograph of the bicycle with the Board name plate
• Bicycle purchase receipt (GST voucher)
• Proof of residence
• Ration card
• Bank account details or copy of bank passbook
• Caste certificate (if applicable)
• Any other document as required by the Board

Steps to Apply

• Visit the official website of the Bihar Building and Other Construction Workers Welfare Board.
• If you are not already registered, click on the " Register" tab and select Worker.
• Enter your Aadhaar card number and name, then click on "Authentication".
• A dashboard will appear. Fill in all the required details, ensuring that all fields marked with an asterisk (*) are correctly filled.
• Click on "Submit" and proceed to pay the application fee online.
• Upon successful registration, you will receive your construction worker registration number.
• After registration, go back to the portal and click on the "Login" option.
• Select a type and enter your construction worker registration number along with the CAPTCHA to log in.
• After logging in, click on "Scheme Application" and select "Apply for Scheme".
• Enter your registration number and view the details.
• Select the Cycle Purchase Scheme.
• Enter the required information, upload the necessary documents, and submit the application.

Note:- Application must be submitted online within 3 months of purchase of the Bicycle.
