Scheme Introduction: A Brief Overview

The Divyangjan Civil Seva Protsahan Scheme is a welfare initiative by the Government of Bihar. It was launched on 13 December 2025 by the Directorate of Empowerment of Persons with Disabilities under the Social Welfare Department. The scheme aims to encourage persons with disabilities to take part in civil services and support them financially.

Under this scheme, eligible candidates are provided financial incentives based on the examination they qualify for. Candidates who have qualified for the UPSC Civil Services Preliminary Examination are awarded Rs 1,00,000/-, while those who have qualified for the BPSC Preliminary Examination are awarded Rs 50,000/-. The scheme is for male candidates with at least 40% disability. They must belong to the General, EWS, or Backwards Class categories and be permanent residents of Bihar. The applicant should not be working in any government or public sector organisation. The benefit can be taken only once. Apart from disabled aspirants, the Bihar government also provides its benefits to females, BC and EBC, and SC/ST aspirants.

Eligibility Requirements

  • Permanent resident of Bihar.
  • A male person with disability (40% or more).
  • Belongs to General, EWS, or Backwards Class.
  • Qualified for the latest BPSC Preliminary Exam.
  • Not employed in any government/public sector/state or central-funded institution.
  • The incentive will be paid only to bank accounts that are properly Aadhaar-seeded for DBT. Just linking an account to Aadhaar is not enough; accounts that are not seeded will not receive the payment.

Note: The Divyangjan Civil Seva Protsahan Scheme provides a one-time benefit, which can be claimed by an eligible candidate only once.

  • A self-attested copy of the application form submitted for the examination.
     
  • A self-attested copy of the document showing that the candidate has passed the Preliminary Examination (such as the online result or any official document that clearly shows the candidate's roll number and name).

Steps to Apply

  • First, you need to visit the official website of the BC & EBC Welfare Department
  • Now the home page will be open on your screen, here scroll down by reading the names of schemes and find the Civil Seva Protsahan Yojna and click on the "Click Here" Option.
  • Now you will reach the "Mukhyamantri Civil Seva Protsahan Yojana" website.
  • Scroll down the page, and on the right side, you will find the "दिव्यांगजन सशक्तिकरण निदेशालय समाज कल्याण विभाग" section.
  • Click on the "Apply / Register" link given under this section to proceed with your application.
  • If you are a new user, complete the registration by entering all the necessary details.
  • Your user ID and password will be sent to your registered mobile number.
  • Use these credentials to log in to the portal.
  • Now fill in the personal details and education qualification.
  • Upload the photo, signature and other documents.
  • Finalise the form, reconfirm the details and submit it.

Application Rules and Instructions

  • The candidate must submit the application online through the official departmental portal within 45 days from the date of declaration of the Preliminary Examination result of the concerned competitive exam. Applications received after the deadline will be rejected. However, the department may revise this 45-day time limit if required.
  • The candidate needs to register on the portal only once.
  • A candidate can submit an application for only one examination at a time. If multiple applications are submitted, only the latest (updated) application will be considered valid.
  • While applying online, candidates must fill in all the required details carefully and correctly. Any mistake will be the responsibility of the candidate.
  • If a candidate provides false information and receives the benefit under this scheme, legal action will be taken against them. The amount paid will also be recovered under the Public Demand Recovery Act, 1914.
