Scheme Introduction: A Brief Overview

Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana is an important incentive scheme implemented by the Government of Bihar to provide financial assistance to meritorious Scheduled Caste (SC) and Scheduled Tribe (ST) candidates preparing for competitive examinations. The scheme is administered by the Scheduled Caste and Scheduled Tribe Welfare Department and aims to support candidates who qualify for the preliminary stage of eligible examinations so that they can continue their preparation for the Main Examination, Interview, and other advanced stages without financial difficulties. Through this initiative, the state government seeks to improve the representation of SC and ST candidates in civil services and other prestigious government positions.

Under the Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana, eligible candidates receive one-time incentive assistance for the Main Examination and Interview preparation. Depending on the examination, the incentive amount ranges from ₹30,000 to ₹1,00,000. The financial assistance can be used for coaching fees, study materials, online courses, mock tests, accommodation, travel expenses, and other educational requirements related to competitive examination preparation. The approved incentive amount is transferred directly to the beneficiary's Aadhaar-linked bank account through Direct Benefit Transfer (DBT).

The scheme operates under the broader Mukhyamantri Civil Seva Protsahan Yojana framework. In addition to this scheme for Scheduled Caste and Scheduled Tribe candidates, the Bihar Government also runs separate Civil Service Incentive Schemes for women, Backward Class and Extremely Backward Class candidates, and persons with disabilities. These initiatives have been introduced to ensure that deserving candidates from different sections of society receive financial support and encouragement for pursuing higher-level competitive examinations.

Initially, the scheme covered only a limited number of examinations conducted by the Union Public Service Commission and the Bihar Public Service Commission. However, the Bihar Government expanded the scope of the scheme in 2024 and included several other prestigious competitive examinations. At present, candidates who qualify the preliminary stage of examinations such as the Civil Services Examination, Bihar Public Service Commission Combined Competitive Examination, and various other central and state-level competitive examinations can avail the benefits of the scheme. Permanent residents of Bihar belonging to the Scheduled Caste or Scheduled Tribe category who have qualified for the preliminary stage of an eligible examination can apply for the scheme, provided they are not employed in any government department, board, corporation, public sector undertaking, or government-funded institution. The application process is completely online, and candidates must submit their applications within 45 days from the date of declaration of the examination result. Once approved, the incentive amount is credited directly to the beneficiary's bank account, helping candidates continue their preparation for higher-level competitive examinations.

Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana is not limited to UPSC and BPSC examinations. Eligible Scheduled Caste and Scheduled Tribe candidates who qualify for the preliminary stage of these examinations can receive incentive assistance for Main Examination preparation, interview preparation, and further studies. Eligibility Requirements

• To receive benefits under the Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana, an applicant must satisfy the following conditions:
  • The applicant must be a permanent resident of Bihar.
  • The applicant must belong to a Scheduled Caste or Scheduled Tribe category notified by the Government of Bihar.
  • The applicant must have qualified for the preliminary examination of any competitive examination notified under the Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana.
  • The applicant must not be employed in any Central Government department, State Government department, board, corporation, public sector undertaking, or government-funded institution.
  • The applicant must have an active email address.
  • The applicant must possess an active Aadhaar-linked bank account in his or her own name.
  • Normally, an applicant can receive the benefit of this scheme only once.
  • If an applicant has previously received incentive assistance for another eligible examination and subsequently qualifies for the UPSC Civil Services Preliminary Examination, he or she may receive the differential amount once, as per scheme guidelines.
  • The benefit of the scheme is generally available only once to an eligible candidate.
  • The applicant should not be employed in any government department, board, corporation, public sector undertaking, or government-funded institution.

• Eligible candidates can apply for the Bihar Mukhyamantri Anusuchit Jati Evam Janjati Civil Seva Protsahan Yojana through the official online portal.
• Visit the official scheme portal and click on the "New Registration" option.
• Complete the One Time Registration (OTR) process by providing the required personal details, mobile number, and email address.
• After successful registration, log in to the portal using the registered credentials.
• Select the eligible competitive examination for which you are applying under the scheme.
• Fill in the online application form with accurate personal, educational, and examination-related information.
• Upload the required documents, including photograph, signature, admit card, and others.
• Enter the details of your Aadhaar-linked bank account to receive the incentive amount through Direct Benefit Transfer (DBT).
• Review all information carefully and submit the application form online.
• The Scheduled Caste and Scheduled Tribe Welfare Department will verify the application, examination result, and uploaded documents.
• Once the application is approved, the incentive amount will be transferred directly to the beneficiary's Aadhaar-linked bank account.
• Candidates must submit their application within 45 days from the date of the declaration of the preliminary examination result.

Important Instructions for Online Application

• Registration on the official portal is mandatory before submitting the application form.
• Candidates must use their registered User ID and Password to log in and complete the application process.
• Eligible candidates should submit only one application form under the scheme.
• Applicants should carefully verify all information entered in the application form before final submission.
• No modification or correction is allowed after the final submission of the application form.
• After completing the application form, candidates must click on the submit button to save and submit the application.
• An Application ID is generated only after the successful final submission of the application form.
• Only finally submitted applications are considered for verification and approval.
• Applicants should keep a printed copy of the finally submitted application form for future reference.
• The uploaded photograph should be less than 50 KB in size.
• The uploaded signature should be less than 20 KB in size.
• Candidates facing technical issues while filling out the application form can use the online query facility available on the portal.
• Applicants can also check the status of their submitted queries through the query status facility available on the portal.
• The applicant should not have received the same incentive benefit from any other source for the same examination.
