Scheme Introduction: A Brief Overview
Dairy farming plays a major role in Bihar's rural economy and is one of the most reliable sources of daily income for farming families. However, many rural households and unemployed youth are unable to start dairy businesses due to the high cost of purchasing cattle, constructing sheds, arranging fodder, and managing insurance expenses.
To promote rural self-employment and strengthen indigenous cattle rearing, the Government of Bihar launched the Desi Gaupalan Protsahan Yojana under the ambitious Saat Nishchay-2 initiative. The scheme is implemented by the Gavya Vikas Directorate, Animal & Fisheries Resources Department, Government of Bihar.
Under this scheme, eligible beneficiaries receive substantial financial support for establishing 2-cow or 4-cow indigenous dairy units using approved native breeds such as Sahiwal, Gir, and Tharparkar. Beneficiaries belonging to EBC, SC, and ST categories receive 75% subsidy, while beneficiaries from all other categories receive 50% subsidy on the approved project cost.
Indigenous cow breeds are better adapted to local climatic conditions, require comparatively lower maintenance, and help create stable long-term rural income opportunities through milk production and dairy activities. The scheme also aims to increase indigenous cattle population and improve milk availability in rural Bihar.
The scheme is implemented only in rural areas across all districts of Bihar. Subsidy assistance is released only after complete establishment and verification of the dairy unit according to approved guidelines.
