Scheme Introduction: A Brief Overview

Bihar government has announced a new scheme called Mukhyamantri Solar Protsahan Yojana. The scheme provides additional financial assistance to eligible residential electricity consumers who install rooftop solar systems under the PM Surya Ghar: Muft Bijli Yojana. The Bihar Government has introduced this State-level assistance to reduce the financial burden on households and encourage wider adoption of rooftop solar power across the state.

The scheme is implemented under the Energy Department, Government of Bihar, which serves as the nodal department for the State's additional financial assistance. The Bihar Cabinet approved the additional assistance on 12 August 2026, and the Energy Department issued the official Sankalp on 14 August 2026. Eligible consumers can receive State Financial Assistance of ₹10,000 per kW, subject to a maximum of ₹20,000 per consumer. This assistance is available in addition to the Central Financial Assistance provided under PM Surya Ghar.

The scheme is intended for eligible residential electricity consumers in Bihar covered under the PM Surya Ghar framework. Consumers can install rooftop solar through the prescribed Consumer-Owned/Capex Model or applicable Utility Led Aggregation (ULA) Model. Eligible consumers who have already received the Central Financial Assistance, as well as those whose Central subsidy claim is under process, can also receive the Bihar State assistance, subject to the conditions and verification prescribed under the scheme guidelines.

Consumers do not need to submit a separate application for the Bihar State top-up after completing the applicable PM Surya Ghar process. The rooftop solar system must undergo the required DISCOM inspection, commissioning and net-metering verification. After the prescribed verification, the State assistance is transferred through Direct Benefit Transfer (DBT) to the eligible consumer's Aadhaar-linked bank account.

The financial assistance under the Bihar Mukhyamantri Solar Protsahan Yojana varies according to the rooftop solar capacity. Consumers installing a 1 kW system can receive total assistance of ₹40,000, while a 2 kW system can receive ₹80,000. For a 3 kW system, the total assistance is ₹98,000, comprising ₹78,000 Central Financial Assistance and ₹20,000 Bihar State Financial Assistance. The State assistance remains capped at ₹20,000 per consumer.

The Bihar Government has approved a ₹1,000 crore provision for the additional State financial assistance. The scheme aims to promote rooftop solar adoption, support renewable energy generation and help residential consumers reduce their electricity expenses. The Bihar Government formally launched the Mukhyamantri Solar Protsahan Yojana on 22 September 2026 at the Urja Auditorium in Patna, marking the implementation of the State's additional rooftop solar assistance.

Scheme Benefits

Here is what beneficiaries get under the Mukhyamantri Solar Protsahan Yojana, on top of the central PM Surya Ghar rooftop solar subsidy.

• Bihar gives an additional State subsidy of up to ₹20,000 for households installing rooftop solar, on top of the Centre's own subsidy
• Combined Central and State assistance can go up to ₹98,000 for a 3 kW or larger rooftop solar system
• Some consumers can get their rooftop solar plant installed at zero upfront cost, with both the Central and State assistance paid directly to the installer
• The State subsidy is credited directly to the consumer's bank account; no separate application is needed
• Consumers who already received the Central subsidy, or whose claim is already under process, can still get the State top-up
• Collateral-free loans of up to ₹2 lakh are available at 5.75% interest to help cover any remaining cost
• Lower monthly electricity bills going forward, from generating a share of your own power.

Central and State Assistance for Rooftop Solar (Consumer-Owned/Capex Mode)

Eligibility Requirements

The Bihar Mukhyamantri Solar Protsahan Yojana provides additional State financial assistance to eligible residential consumers installing rooftop solar under the PM Surya Ghar: Muft Bijli Yojana. The State assistance is released after the rooftop solar system meets the prescribed installation, inspection, commissioning and net-metering verification requirements.

• The applicant must be an eligible residential electricity consumer covered under the PM Surya Ghar: Muft Bijli Yojana.
• The applicant must have a residential electricity connection with the concerned DISCOM.
• The rooftop solar system must be installed under the eligible Consumer-Owned/Capex Model or applicable Utility Led Aggregation (ULA) Model.
• For the Consumer-Owned/Capex Model, the scheme follows a first-come, first-serve basis, subject to the availability and provisions of the scheme.
• The rooftop solar installation must undergo the required DISCOM inspection, commissioning and net-metering verification.
• The installed solar plant capacity must be verified by the DISCOM before the State financial assistance is released.
• The applicant must provide valid bank account and Aadhaar details for verification and DBT of the State financial assistance.
• The beneficiary's bank account must be eligible for the prescribed Aadhaar-linked DBT payment process.
• The applicant can receive a maximum of ₹20,000 as Bihar State Financial Assistance (SFA), subject to the applicable rooftop solar capacity.

The scheme guidelines do not prescribe a separate income limit or age limit for this State assistance. Therefore, such conditions should not be added to the eligibility section unless a subsequent official notification specifically introduces them. The guidelines instead link eligibility to the PM Surya Ghar framework, residential electricity connection, successful rooftop solar installation and the prescribed verification process.

Required Documents

To receive the additional Bihar government financial assistance under the Mukhyamantri Solar Protsahan Yojana, the consumer must provide the required bank and electricity connection details during the application and subsidy claim process. The following documents and details are mentioned in the scheme guidelines:

• Mobile number registered for OTP verification on the PM Surya Ghar: Muft Bijli Yojana national portal
• Electricity consumer number and DISCOM details (SBPDCL or NBPDCL, as applicable)
• Aadhaar number, linked to the bank account for Direct Benefit Transfer (DBT)
• Bank account number and IFSC code
• Cancelled cheque or bank passbook copy, uploaded at the subsidy/CFA claim stage

The scheme guidelines state that the DISCOM verifies the rooftop solar installation, plant capacity and operational status before the State assistance is processed. After verification, the beneficiary's bank account is authenticated through NPCI, PFMS or the State DBT platform, and the approved amount is transferred directly to the Aadhaar-seeded bank account.

Steps to Apply

Eligible residential consumers can apply for rooftop solar installation under PM Surya Ghar: Muft Bijli Yojana through the prescribed online process. The Bihar State financial assistance is processed after the rooftop solar system is installed and the DISCOM completes the required verification.

• Visit the official PM Surya Ghar: Muft Bijli Yojana portal and register using the required electricity consumer details.
• Enter the required details, including the State, DISCOM and electricity consumer number, and submit the rooftop solar application.
• After approval, select an eligible vendor and get the rooftop solar system installed as per the prescribed requirements.
• After installation, the concerned DISCOM conducts inspection, commissioning and net-metering verification of the solar system.
• Submit the required bank account details, cancelled cheque or passbook and other information required for processing the subsidy claim.
• The Central Financial Assistance claim is processed through the prescribed PM Surya Ghar mechanism.
• After the required verification, the Bihar State Financial Assistance is processed through the DBT/PFMS/NPCI mechanism.
• The approved State assistance is transferred directly to the eligible consumer's Aadhaar-linked bank account.
• The beneficiary can track the subsidy/payment status through the prescribed portal or dashboard.

Note: Consumers under the separate Utility-Led Aggregation (ULA)/RESCO mode do not need to apply individually; DISCOMs have already identified eligible consumers and selected installation agencies for this route, and the rooftop plant is installed directly at no cost to the consumer.
