Scheme Introduction: A Brief Overview

For families working in beedi manufacturing, cinema and non-coal mining, meeting the cost of their children's education can be difficult when household income is limited. To provide financial support for schooling, the Government of India offers the Financial Assistance for Education to the Wards of Beedi/Cine/IOMC/LSDM Workers – Pre-Matric scholarship. It covers children of eligible Beedi, Cine, Iron Ore, Manganese Ore and Chrome Ore (IOMC), Limestone and Dolomite (LSDM), and Mica workers studying in Classes I to X.

The amount of assistance varies according to the student's class. Students from Classes I to IV receive ₹1,000 per year, those from Classes V to VIII receive ₹1,500 per year, and students in Classes IX and X receive ₹2,000 per year. The financial assistance is intended to help families manage education-related expenses and support children in continuing their school education.

The scholarship is implemented under the Labour Welfare Schemes of the Ministry of Labour & Employment through the Directorate General of Labour Welfare (DGLW) and its Labour Welfare Organisation (LWO). The LWO works through 18 regional Welfare Commissioner offices. Applications are processed through the National Scholarship Portal (NSP), while approved scholarship amounts are transferred through Direct Benefit Transfer (DBT) using the Aadhaar Payment Bridge. During the 2024-25 academic year, education assistance worth ₹32.51 crore was provided to 92,118 wards.

To apply, the student must meet the prescribed conditions relating to the worker parent, family income, education and institution. The eligible parent should generally have completed at least six months of service. Contract and home-based workers covered under the applicable worker categories are also included. Under the current 2026-27 guidelines, the family's income should not exceed ₹21,000 per month or ₹2.52 lakh per year. The student must be studying regularly in a recognised Government or Government-aided institution. Students pursuing education through correspondence or distance learning are not eligible.

The application process is completed online through the National Scholarship Portal. Students first complete One Time Registration (OTR) and then select the relevant Pre-Matric scholarship under the Ministry of Labour & Employment. After submission, the application goes through institutional and departmental verification before the scholarship is released. For the 2026-27 academic year, the live NSP currently shows 31 October 2026 as the student application deadline. Applicants should check the portal for the latest dates before submitting their application.

Families may also find other worker-focused education schemes useful depending on their state and employment category. For example, Uttarakhand Mukhyamantri Shramik Shiksha Samagri Yojana provides education-related support to eligible children of registered construction workers, while Odisha Nirman Shramik Kalyan Yojana (Educational Assistance) provides educational assistance to eligible children of registered construction workers. These are separate state schemes and their eligibility conditions are different from this central scholarship.
