Scheme Introduction: A Brief Overview

For students and young people entering the job market, completing a course or obtaining a qualification does not always mean they are ready for the demands of a real workplace. Lack of practical experience can make the first step into employment difficult. The Goa Chief Minister's Apprenticeship Scheme addresses this gap by providing opportunities to learn through on-the-job apprenticeship training and gain exposure to actual working conditions.

The policy focuses on apprenticeship opportunities in Government Establishments and the Public Sector and is intended for youth having at least 15 years of residence in Goa. It covers different qualification levels, from school pass-outs and certificate holders to vocational, diploma and graduate-level candidates, depending on the requirements of the apprenticeship opportunity. The applicable apprenticeship framework also provides for a minimum age of 14 years, while the minimum age is 18 years for designated trades related to hazardous industries.

One of the main attractions of the policy is that apprentices receive a prescribed minimum monthly stipend of ₹8,000 to ₹13,000, according to their qualification. The training period is one year or the duration prescribed for the trade, whichever is higher. The Government of Goa also treats apprenticeship training as experience in Government Departments wherever applicable for Group C posts, making the opportunity relevant not only for gaining skills but also for building work experience that may support future career opportunities.

Apprenticeship engagement under the policy is a continuous process, with opportunities created in Departments and Establishments as and when they arise. This allows eligible candidates to use the National Apprenticeship Portal to look for suitable opportunities rather than relying only on a single recruitment drive.

Eligibility Criteria

To apply under the Goa Chief Minister's Apprenticeship Policy, the candidate must:

• Have at least 15 years of residence in Goa.
• Be at least 14 years of age. For designated trades related to hazardous industries, the minimum age is 18 years.
• Meet the educational qualification required for the selected apprenticeship opportunity.
• Meet the prescribed physical fitness and other applicable requirements under the Apprenticeship Act and Rules.

The educational, physical fitness and other requirements may vary according to the apprenticeship category or trade. Candidates should check the eligibility conditions of the particular opportunity before applying.

Qualification Categories Covered

The official stipend structure covers candidates from different educational levels, including:

• Class 5th to 9th pass-outs
• Class 10th pass-outs
• Class 12th pass-outs
• National or State Certificate holders
• Technician (Vocational) apprentices
• Vocational Certificate holders
• Diploma holders
• Technician apprentices
• Graduate and Degree apprentices

The candidate should check the qualification requirement of the specific opportunity before applying.

Financial Assistance Under the Scheme

The Goa Chief Minister's Apprenticeship Policy provides a prescribed minimum monthly stipend according to the qualification of the apprentice.

NAPS Stipend for Private Establishments

The Government of Goa separately gives the stipend details under the National Apprenticeship Promotion Scheme (NAPS) for apprentices engaged in Private Establishments. The monthly stipend ranges from ₹5,000 to ₹9,000, depending on qualification.

Important: The ₹8,000–₹13,000 rates apply to apprentices engaged under the Goa Chief Minister's Apprenticeship Policy for Government Establishments. The ₹5,000–₹9,000 rates apply under NAPS for Private Establishments. These are separate stipend provisions.

Types of Apprentices

The policy provides for different apprenticeship categories based on the candidate's qualification and training route.

• Trade Apprentices
• Graduate Apprentices
• Technician Apprentices
• Technician (Vocational) Apprentices
• Optional Trade Apprentices

Training Duration

The apprenticeship training period is one year or the duration prescribed for the trade, whichever is higher.

Under the Apprenticeship Rules, an extension can be initiated in extraordinary situations, such as illness or other circumstances beyond the apprentice's control that prevent the apprentice from taking the final test or completing the missed training.

• Recent Photograph
• Aadhaar Card
• Applicant's Signature (Image)
• Applicant's Mother's Aadhaar Card
• Educational Certificates, such as 10th, 12th, ITI, Graduation or the certificate of the standard in which the applicant last studied

Selection Process

Candidates can apply for available apprenticeship opportunities through the National Apprenticeship Portal. For Government Establishments, selection is made on a first-come, first-served basis, subject to factors such as proximity of residence and other relevant factors decided by the concerned department.

Registration on the portal does not by itself guarantee selection for an apprenticeship opportunity.

Steps to Apply

• Visit the National Apprenticeship Portal and click Login/Register.
• Select Candidate and then choose Register Candidate.
• Enter your mobile number, email address and other required details.
• Submit the registration form and verify your mobile number using the OTP received on your registered mobile.
• After registration, check your registered email for the account activation link. Click the link to activate your account and then log in to the portal using your registered details and OTP.
• After logging in, open the Candidate Dashboard and complete your profile. Verify your mobile number, select your district, enter your parent's name and relationship, and provide the Aadhaar details, Aadhaar image and profile photograph requested on the portal.
• Next, complete the Candidate Qualification section. Enter your educational qualification correctly and upload the relevant marksheet or qualification certificate. Save the details by clicking Update.
• Once your profile is complete, go to the available Apprenticeship Opportunities section. Check the opportunities carefully and use filters such as qualification, available seats and location to find an apprenticeship that matches your eligibility.
• Open the apprenticeship opportunity you wish to apply for and check its details before submitting your application. Click Apply for this Opportunity, select the preferred location where required, and click OK to submit the application.
• After the selection process, check the Contract section in your Candidate Dashboard for the apprenticeship offer. Read the contract carefully, verify the examination or contract date and other details, and then accept or reject the offer through the portal. Download the accepted offer or contract PDF and keep it for future reference.

Apprenticeship Mela / Offline Enrolment

The Directorate of Skill Development & Entrepreneurship (DSDE), Government of Goa, also conducts Prime Minister National Apprenticeship Melas (PMNAM) and other apprenticeship enrolment events where eligible youth can register in person and explore available apprenticeship opportunities.

The most recent official announcement was for a PM National Apprenticeship Mela cum Placement Fair held on 24 April 2026 at Government ITI, Valshi, Bicholim. The event was scheduled from 10:00 a.m. onwards, with several public and private establishments expected to participate. ITI pass-outs and other local youth were invited to report at the venue at 10:00 a.m. to register and explore apprenticeship opportunities.

Candidates can check upcoming Prime Minister National Apprenticeship Mela (PMNAM) events through the National Apprenticeship Portal. The portal provides details such as the state, district, Mela date, venue and available apprenticeship opportunities, helping candidates find the nearest Mela.

To check the nearest Mela, open the Apprenticeship Mela section on the portal and select your state. You can then check the available Mela locations and event details for your area.

Important Note: Mela dates, venues and participating establishments may change. Candidates should check the latest details on the National Apprenticeship Portal before visiting the venue.

Terms & Conditions

• The candidate must fulfil the applicable 15-year Goa residence requirement.
• The candidate must meet the qualification and other requirements of the selected apprenticeship opportunity.
• Apprentices are engaged against available opportunities in Departments and Establishments.
• Registration on the National Apprenticeship Portal is a one-time process.
• The training period is one year or the duration of the trade, whichever is higher.
• Extension may be considered in extraordinary situations under the applicable Apprenticeship Rules.
• The prescribed minimum stipend under CMAP ranges from ₹8,000 to ₹13,000 per month.
• The NAPS stipend for apprentices in private establishments ranges from ₹5,000 to ₹9,000 per month.
• Selection is subject to the requirements and selection process of the particular apprenticeship opportunity.
• Completion of apprenticeship does not guarantee permanent government employment.
• Apprenticeship training is treated as experience for Group C posts wherever applicable.
• There is no separate policy giving apprenticeship certificate holders priority during government recruitment.
