Scheme Introduction: A Brief Overview
Goa Gagan Bharari Shiksha Yojana is a State Government scholarship scheme that gives extra monthly financial assistance to post-matric students from the Scheduled Tribe (ST), Scheduled Caste (SC) and OBC (Dhangar) communities of Goa. The scheme does not replace the Centrally Sponsored Post Matric Scholarship. Instead, it works as a top-up over it, so only students who receive or qualify for the Post Matric Scholarship in the current academic year can claim Gagan Bharari benefits.
The Government of Goa launched this scheme because the maintenance allowance under the Post Matric Scholarship falls short of what students actually spend on food and travel. The scheme aims to bridge that gap with an additional maintenance allowance, and it also aims to provide an additional disability allowance to students with disabilities, since the disability support under the Post Matric Scholarship does not fully cover their expenses. In short, the scheme helps students from these communities stay in college without financial pressure forcing them to drop out.
Two departments run the scheme. The Directorate of Tribal Welfare handles the scheme for ST students, while the Directorate of Social Welfare handles it for SC and OBC (Dhangar) students. The benefit amounts differ by category. ST students receive Rs. 900 per month as a day scholar or Rs. 1,800 per month as a hosteller, along with Rs. 900 per month as a disability allowance. SC and Dhangar students receive Rs. 750 per month as a day scholar or Rs. 1,500 per month as a hosteller, along with Rs. 750 per month as a disability allowance. The department pays these amounts for ten months in an academic year, and the money reaches the student's Aadhaar-seeded bank account through the Aadhaar Bridge Payment System.
The application process for Gagan Bharari Shiksha Yojana is fully online. Students apply on the Chief Minister Scholarship Portal, the Institute Nodal Officer (INO) verifies the application, and the department then completes the district or department-level verification before releasing the payment. The Directorate of Tribal Welfare has clearly stated that it will not accept any manual forms. A student can get the scholarship for a particular class only once, so a student who repeats a class cannot claim it again for that same class.
Besides the Goa Gagan Bharari Shiksha Yojana, the Government of Goa also runs two other welfare schemes for students - the Mukhyamantri Bahujan Utkarsh Yojana, which provides financial help to students from weaker sections, and the Sant Sohirobanath Ambiye Dnyanvruddhi Shishyavrutti (Bursary Scheme), which offers up to ₹40,000 per year to eligible students with family income below ₹5 lakh. Interested students can check the complete details of both schemes here.
