Scheme Introduction: A Brief Overview

The Government of Goa introduced the Sant Sohirobanath Ambiye Dnyanvruddhi Shishyavrutti Scheme, also known as the Bursary Scheme, to provide direct financial assistance toward college and post-graduation fees for deserving students. The scheme operates with a clear mission: making quality higher education accessible to economically weaker sections of society rather than keeping it limited to the privileged few.

This financial assistance program aligns with the Right to Education (RTE) Act, 2005, and implements the National Education Policy's vision of creating an inclusive and equitable education system. The Government of Goa designed the scheme to raise the Gross Enrolment Ratio (GER) in higher education by removing financial barriers for deserving students.

The Bursary scheme provides direct cash assistance through Direct Benefit Transfer (DBT), meaning approved funds are transferred straight into students' bank accounts. This transparent mechanism ensures funds reach beneficiaries without intermediaries, reducing administrative delays. The Goa Education Development Corporation (GEDC) manages the entire scheme operation, from application processing to fund disbursement.

Eligible students pursuing full-time diploma, graduation or post-graduation courses in Goa-affiliated institutions can receive assistance up to Rs. 40,000 per annum, provided their total family annual income remains below Rs. 5 lakhs. The scheme covers only full-time courses of up to 5 years duration from recognised institutions in the state.

The funding mechanism operates through the "Bursary Scheme Corpus Fund," specially created and maintained by GEDC. Beyond government allocations, the corpus also accepts voluntary contributions from industrialists, philanthropists, institutional donors, and the public. Employed beneficiaries are also encouraged to voluntarily contribute back to the fund, ensuring the scheme's long-term sustainability and creating a community-supported initiative for educational empowerment.
