Scheme Introduction: A Brief Overview

The Haryana State Meritorious Incentives Scheme is a merit-based scholarship initiative of the Department of Higher Education, Haryana, that rewards students for outstanding results in their annual examinations. The department runs it in two separate forms on the Har-Chhatravratti portal. The first is the Haryana State Meritorious Incentives Scheme for students of government colleges who secure the first, second, or third position in their stream in the annual university examination. The second is the Haryana State Meritorious Incentives Scheme (CBSE) for Haryana domicile students who top the state in the CBSE Class 10th and Class 12th annual examinations.

The Haryana government started these schemes to promote academic excellence among its students. The objective is to encourage meritorious students by giving them a motivating incentive for their performance, so that they continue to excel in their studies and focus on their overall development. Both versions follow the same idea of rewarding merit, but they differ in their beneficiaries, selection process, and amount of assistance.

Under the State Meritorious Incentives Scheme government college version, the department gives an annual cash incentive of ₹5,000 for the first position, ₹3,000 for the second position, and ₹2,000 for the third position in Arts, Commerce, Science (Medical and Non-Medical), and Education streams at the UG and PG levels. It prepares separate merit lists for general category boys, general category girls, and Scheduled Caste (SC) students, and these students can hold another scholarship or stipend along with this incentive.

Under the CBSE version, the government pays the actual school or college fee of one boy and one girl topper at each level every year, up to ₹25,000 per year for Class 11th–12th and up to ₹1 lakh per year at graduation level, until the student completes graduation. CBSE award holders, however, cannot take any other scholarship or stipend.

Neither version has any family income limit, and the department releases the amount through Direct Benefit Transfer (DBT) after approval from the higher authority, as provided from the 2021–22 session onwards. The government college incentive is not available to students of private colleges, correspondence courses, or open universities. The CBSE incentive is available only to Haryana domicile students who passed from a school situated in Haryana and continue their studies as regular students.

Haryana government is also running the Dr. Ambedkar Medhavi Chhatar Sanshodhit Yojana (₹8,000–₹12,000 annual scholarship for meritorious SC/BC students) and the Haryana Nirman Kamgar Medhavi Chhatra Protsahan Rashi Yojana (₹21,000–₹51,000 incentive for children of registered construction workers) for students, besides the Haryana State Meritorious Incentives Scheme, details of which can be checked here.
