Scheme Introduction: A Brief Overview

The Haryana Building and Other Construction Workers Welfare Board (HBOCWWB), under the Labour Department, Government of Haryana, runs an important welfare scheme for meritorious children of registered construction workers in the state. The scheme is known as the Haryana Nirman Kamgar Medhavi Chhatra Protsahan Rashi Yojana (Class 10th and 12th). Under this scheme, children who score 60% or more in the Class 10th or 12th board examinations receive financial incentives. Eligible students receive an incentive amount ranging from ₹21,000 to ₹51,000 based on their percentage of marks.

The primary objective of this scheme is to further encourage meritorious children from construction worker families towards education and provide them with financial support for higher studies. The Board awards this amount as a scholarship/prize money to students who have demonstrated outstanding academic performance in the Class 10th or 12th examinations. The amount is given in the form of a Fixed Deposit rather than cash, ensuring the funds remain secure and useful for the student's higher education. This arrangement relieves families of immediate financial pressure and provides long-term economic security for the child's studies.

The incentive amount is determined on the basis of the percentage of marks obtained by the student. Students scoring 90% or above in Class 10th or 12th receive ₹51,000, those scoring 80% or above receive ₹41,000, those scoring 70% or above receive ₹31,000, and those scoring 60% or above receive ₹21,000. To avail this benefit, the concerned worker must be registered as a regular member of the Board for at least one year. A registered worker can claim the benefit for a maximum of three children.

Registered workers can apply online for the Haryana Nirman Kamgar Medhavi Chhatra Protsahan Rashi Scheme through the Labour Department, Haryana portal. Under the Right to Service Act (RTS), a timeline of 90 days has been fixed for the Board to deliver benefits under its schemes, ensuring timely assistance to eligible applicants.

The Labour Department, Haryana, also runs the Haryana Nirman Kamgar Chhatra Vittiya Sahayata Yojana and the Haryana Nirman Kamgar Hostel Suvidha Vittiya Sahayata Yojana to further strengthen the education of children of registered construction workers. Under the Student Financial Assistance Scheme, children from Class 1 to postgraduate level receive annual support ranging from ₹8,000 to ₹20,000, while the Hostel Facility Scheme provides financial assistance of up to ₹1,20,000 towards hostel expenses for children pursuing professional/technical courses.

Eligibility Requirements

Steps to Apply

Registered workers can apply online for the Nirman Kamgar Medhavi Chhatra Protsahan Rashi Yojana by following the steps given below:

• Visit the official portal of the Labour Department, Haryana.
• Click on the "BOCW Board Login" option.
• You will be redirected to the HBOCWW Board Haryana page.
• Enter your Username, Password, and Captcha, then click "Submit".
• Complete the login by entering the OTP received on your registered mobile number.
• On the dashboard, click on "Scheme Listing".
• Search for "Haryana Nirman Kamgar Medhavi Chhatra Protsahan Rashi Yojana (Class 10th and 12th)" and click on the button next to it.
• Carefully read the scheme details, amount, and "Conditions for Availing Financial Assistance" on the opened page.
• Click on "Update Your Family Information By Verifying OTP" and verify the OTP received on your mobile.
• From the list of children linked with the Parivar Pehchan Patra (PPP), select the child for whom you wish to apply.
• Fill in the other required information in the form carefully, read the undertaking, and tick the checkbox.
• Click on "Send OTP" and submit the application after entering the OTP received on your mobile.
• The application will be verified by the concerned officials.
• After verification, the sanctioned amount will be deposited by the government into the beneficiary student's designated bank account.
