Scheme Introduction: A Brief Overview

The Haryana Deendayal Upadhyaya Antyodaya Parivar Suraksha Yojana (DAYALU) is a financial assistance scheme of the Haryana Government designed to provide socio-financial security to eligible families during difficult circumstances. Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana-II (DAYALU-II) extends financial support to eligible Haryana families affected by accidental death, permanent disability, or injury caused by covered animal-related incidents. These include dog bites and attacks involving stray, wild, deserted, and other specified animals. For death or permanent disability of 70% or above, the assistance ranges from Rs. 1 lakh to Rs. 5 lakh based on the beneficiary's age. DAYALU-II also provides compensation for disability below 70% and eligible injuries, subject to the conditions prescribed under the scheme.

Eligible beneficiaries can submit their claims through the official DAYALU application portal, and DAYALU-II applications can also be submitted through the Jan Sahayak mobile app. A valid Parivar Pehchan Patra (PPP) is required for the scheme, and the approved assistance is transferred directly to the eligible beneficiary or claimant's bank account through the prescribed payment system. DAYALU-I claims are generally required to be submitted within 180 days from the date of death or the incident causing permanent disability, while DAYALU-II claims are generally required to be submitted within 90 days from the date of the accident. Eligibility Requirements

The Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana has common family-level requirements, while the specific eligibility conditions vary between DAYALU-I and DAYALU-II. The following points explain the criteria applicable to each component of the scheme.

• DAYALU-I
  • The beneficiary must be above 6 years and up to 60 years of age.
  • The beneficiary's annual family income must be less than Rs. 1.80 lakh and verified through the Family Information Data Repository (FIDR).
  • The family must have a valid Parivar Pehchan Patra (PPP) or Family ID.
  • The claim must relate to natural death, accidental death, or permanent disability caused by an accident.
  • For permanent disability, the beneficiary must have 70% or more permanent disability caused by an accident, certified by the competent Medical Authority.
• DAYALU-II
  • The beneficiary or claimant must have a valid Haryana Family ID or Parivar Pehchan Patra (PPP).
  • Unlike DAYALU-I, DAYALU-II does not apply an income ceiling on its own.
  • The claim must relate to accidental death, permanent disability, or injury caused by a covered animal incident, including dog bite or attack by stray, wild, deserted, or other specified animals.
  • For permanent disability, the disability must be certified by the concerned District Chief Medical Officer or Medical Board.
  • For dog-bite cases, the dog must be a stray or pet dog, the attack must occur in a public place, the attack must not have been provoked, and the incident must cause physical injury.
  • A claimant who also meets DAYALU-I's income and age criteria, and whose case involves a covered animal incident, may choose to file under either DAYALU-I or DAYALU-II, as per the eligibility conditions of each.

Required Documents

The documents required under the Haryana DAYALU Yojana depend on whether the claim is being made under DAYALU-I or DAYALU-II and on the type of death, disability or injury involved.

Documents Required for DAYALU-I

• In case of death: Death Certificate issued by the competent authority.
• In case of permanent disability: Permanent Disability Certificate issued by the Medical Authority, showing 70% or above permanent disability caused by an accident.
• Hospital Discharge Summary, wherever the beneficiary was hospitalised.
• Copy of FIR/DDR, wherever applicable.

Documents Required for DAYALU-II

• In case of death:
  • Death Certificate.
  • Copy of FIR/DDR indicating that the death was caused by an accident involving stray cattle, an animal or dog bite.
• In case of disability:
  • Disability Certificate issued by the concerned District Chief Medical Officer/Medical Board showing the percentage of disability caused by the animal-related accident or incident.
  • Hospital Discharge Summary.
  • Copy of FIR/DDR indicating the accident caused by stray cattle, animal or dog bite.
  • Evidentiary documents or proof establishing that the disability was caused by the animal attack or bite.
• In case of injury:
  • Hospital treatment documents.
  • Evidentiary documents or proof establishing that the injury was caused by the animal attack or bite.
  • Photographs of the wounds, torn clothes and other evident signs of the dog attack, wherever applicable.
  • Copy of FIR/DDR indicating that the injury resulted from an accident caused by stray cattle, animal or dog bite.

The competent authority, Haryana Parivar Suraksha Nyas (HPSN), or the authorised officer may seek additional documents or information whenever required to verify the genuineness of the claim, identity of the claimant and eligibility for assistance.

Steps to Apply

Eligible beneficiaries can apply for assistance under the Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana through the official online portal or, where applicable, through the Jan Sahayak mobile app. Before submitting the application, applicants should ensure that their date of birth and family income have been verified and that all required documents are ready.

Online Through the Portal

• Visit the official Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana application portal at dapsy.finhry.gov.in.
• Log in to the portal using the required Family ID or other prescribed details and access the application for the applicable component of the scheme.
• Ensure that the beneficiary's date of birth and family income have been verified before proceeding with the application.
• Fill in the required details in the online application form and provide the details related to the death, disability, injury, or animal-attack incident, as applicable.
• Upload the prescribed documents supporting the claim.

• Submit the application online and keep the acknowledgement or application reference details for future reference.
• If the portal allows the application to be reopened for correction or document re-upload, complete the required corrections within the specified one-month application window.

The claim under DAYALU-I must generally be submitted within 180 days from the date of death or the incident causing permanent disability. Claims under DAYALU-II must generally be submitted within 90 days from the date of the accident.

Through the Jan Sahayak Mobile App

Beneficiaries can also submit an application for the Deen Dayal Upadhyaya Antyodaya Parivar Suraksha Yojana-II (DAYALU-II) through the Jan Sahayak mobile app. The applicant should keep the required Family ID and supporting documents ready before starting the application.
