Scheme Introduction: A Brief Overview

The Jammu and Kashmir Marriage Assistance Scheme provides financial support to eligible poor girls for their marriage expenses. The Social Welfare Department, Government of Jammu and Kashmir, implements the scheme for girls belonging to Antyodaya Anna Yojana (AAY) and Priority Household (PHH) ration card holder families. The Jammu and Kashmir Government restructured the scheme in 2022 and later updated its financial assistance in 2025. Under the updated provisions, assistance for eligible AAY families increased from ₹50,000 to ₹75,000, while the assistance for PHH families remained ₹50,000.

Under the updated benefit structure, eligible girls from AAY families receive ₹75,000 as one-time marriage assistance, while eligible girls from PHH families receive ₹50,000. The enhanced ₹75,000 assistance for AAY families is effective from 01 April 2025. The government assists at marriage and transfers the approved amount directly to the beneficiary's individual bank account through the Direct Benefit Transfer (DBT) system.

To apply for the Jammu and Kashmir State Marriage Assistance Scheme, the beneficiary should be a girl of legally marriageable age and belong to an eligible AAY or PHH ration card holder family. The beneficiary should apply at least one month before the marriage. The assistance is available only once, and the beneficiary should not have already received financial assistance for the same purpose under another UT or Central Government scheme, particularly the Ladli Beti Scheme.

The earlier scheme guidelines included an 8th Class or equivalent qualification requirement. However, the Jammu and Kashmir Government's 2025-26 Economic Survey records that the 8th-grade educational qualification bar has been removed under the Marriage Assistance Scheme. Therefore, 8th Class should not be presented as a current mandatory eligibility condition.

Eligible applicants can submit the Jammu and Kashmir Marriage Assistance Scheme application through the Jansugam Portal. The current service allows applicants to submit the application online or through a kiosk. Applicants need to provide the required personal, family, bank and marriage-related details and upload the documents requested by the portal. The Jansugam service currently specifies a 30-day service delivery period, excluding government holidays.

After submission, the concerned District Social Welfare Officer (DSWO) verifies the application and supporting documents and forwards eligible cases to the Deputy Commissioner. The Deputy Commissioner examines the eligibility and genuineness of the case before sanctioning the assistance. The sanctioned amount is then released through DBT into the beneficiary's bank account. The scheme therefore provides direct financial support to eligible poor girls while keeping the application and payment process linked to the government's online service system.

Scheme Benefits

The Jammu and Kashmir Government provides one-time financial assistance to eligible girls from AAY and PHH ration card holder families under the Marriage Assistance Scheme. The assistance is provided before marriage and transferred directly to the beneficiary's bank account through DBT.

  • One-time financial assistance towards the marriage of a girl from a poor family
    • Rs 75,000 for a girl from an Antyodaya Anna Yojana (AAY) ration card holder family
    • Rs 50,000 for a girl from a Priority Household (PHH) ration card holder family
  • The assistance is paid before the marriage, not as a reimbursement afterwards
  • The amount is transferred directly into the individual bank account of the beneficiary girl through DBT mode
  • The entire benefit is paid in cash, with no component given in kind
  • The scheme operates in all districts across the Union Territory of Jammu and Kashmir.
  • The benefit can be availed only once by a beneficiary girl

Note: Under the original 2015 scheme, a beneficiary girl received Rs 25,000 along with the cost of five grams of gold. The gold component was discontinued when the scheme was restructured in 2022, and the benefit has been paid entirely in cash since then.

  • The beneficiary should not have already received financial assistance for the same purpose under another UT or Central Government scheme, particularly the Ladli Beti Scheme.
  • The beneficiary can receive the assistance only once under the scheme.
  • The earlier 8th Class qualification requirement has been removed under the updated scheme provisions.

The Jansugam service currently specifies a 30-day service delivery period, excluding government holidays. Applicants can use the portal to access the service and check the status of their application.

How the Application Is Processed and Sanctioned

  1. The District Social Welfare Officer verifies the beneficiary's marital status and age, and mandatorily checks that she has not availed the same benefit under another scheme, especially the Ladli Beti Scheme.
  2. The District Social Welfare Officer submits the case to the Deputy Commissioner along with all requisite documents and his or her recommendations.
  3. The Deputy Commissioner sanctions the financial assistance after determining eligibility and satisfying himself or herself about the genuineness of the case.
  4. All Deputy Commissioner offices submit sanction lists to the Social Welfare Department on a fortnightly basis, so that assistance reaches beneficiaries well before the marriage date.
  5. The Social Welfare Department releases the sanctioned amount through DBT mode into the beneficiary girl's bank account.
