Scheme Introduction: A Brief Overview

The HIV/AIDS Pidit Vyakti Sahayata Arth Pension Yojana is one of the social security pension schemes implemented under the Jharkhand Sarvajan Pension Yojana by the Department of Women, Child Development & Social Security, Government of Jharkhand. Eligible beneficiaries receive ₹1,000 per month, which is transferred directly to their Aadhaar-linked bank account through the Aadhaar Based Payment System (ABPS) or the Public Financial Management System (PFMS).

A unique feature of this scheme is that there is no minimum or maximum age limit for eligibility. However, applicants must be residents of Jharkhand and should be receiving ART (Antiretroviral Therapy) or ARD (Antiretroviral Drugs) through the District AIDS Control Society. After verification and approval by the competent authority, the monthly pension is credited directly to the beneficiary's bank account through the Direct Benefit Transfer (DBT) system.

Eligibility Requirements

  • To avail the benefits of the scheme, the applicant must fulfil the following conditions:
  • Must be a resident of Jharkhand.
  • Must possess an Aadhaar Card.
  • Applicants aged 18 years or above should possess a Voter Identity Card.
  • The applicant or his/her spouse must not be permanently employed or retired from:
    • Central Government,
    • State Government,
    • Central Public Sector Undertakings, or
    • State Public Sector Undertakings, and must not be receiving pension or family pension from such employment.
  • The applicant's family should not be an income tax paying family.
  • For the purpose of the scheme, "family" includes:
    • Husband/Wife,
    • Minor children,
    • Children with disabilities.
  • The applicant should not already be receiving benefits under any other social security pension scheme operated by the Department of Women, Child Development & Social Security, Government of Jharkhand.

Additional Eligibility for HIV/AIDS Pidit Vyakti Sahayata Arth Pension Yojana

  • In addition to the general eligibility conditions, the applicant must also satisfy the following requirements:
    • There is no minimum or maximum age limit under this scheme.
    • The applicant must be a person living with HIV/AIDS who is receiving ART (Antiretroviral Therapy) or ARD (Antiretroviral Drugs) through the District AIDS Control Society.
    • Only applicants fulfilling the above medical treatment condition are eligible for pension under the scheme.

Steps to Apply

Eligible residents of Jharkhand who fulfil the prescribed eligibility conditions can apply for the HIV/AIDS Pidit Vyakti Sahayata Arth Pension Yojana through the offline application process. After successful verification and approval by the competent authority, the monthly pension is transferred directly to the beneficiary's Aadhaar-linked bank account through the Direct Benefit Transfer (DBT) system.

  • Step 1: Collect the Application Form
    • Visit the designated government office and collect the prescribed application form free of cost.
    • Rural Areas: Block Development Officer (BDO) Office
    • Urban Areas: Circle Officer (CO)/Anchal Adhikari Office

    • The concerned authorities verify the applicant's eligibility, residential status, ART/ARD treatment details, and the supporting documents submitted with the application.
    • If any clarification is required, the applicant may be asked to provide additional information.
  • Step 6: Approval of the Application
    • Once the verification process is completed, the competent authority reviews the application.
    • Eligible applications are approved through the NSAP-PPS Portal in accordance with the prescribed government guidelines.
  • Step 7: Receipt of Pension
    • After approval, the beneficiary starts receiving a monthly pension of ₹1,000.
    • The pension amount is credited directly to the Aadhaar-linked bank account through ABPS/PFMS, generally by the 5th day of every month. Beneficiaries also receive an SMS notification after the payment is credited.

Annual Verification of Beneficiaries: To continue receiving the pension, beneficiaries are required to undergo annual verification.

Pension Payment Process

After approval, the pension amount is released through a transparent Direct Benefit Transfer system.

The payment process includes:

  • Beneficiary information is updated on the NSAP-PPS Portal.
  • The District Social Security Cell processes the monthly payment.
  • Pension is transferred directly to the beneficiary's Aadhaar-linked bank account through ABPS/PFMS.
  • If required, the Directorate may also make centralised payments.
  • Pension is generally credited by the 5th day of every month.
  • Beneficiaries also receive an SMS notification on their registered mobile number once the payment is credited.

The name of a beneficiary may be removed from the scheme in the following situations:

  • The beneficiary passes away.
  • The beneficiary has not been residing at the registered address for more than one year.
  • It is found that the beneficiary was not actually eligible for the scheme.
  • The beneficiary starts receiving benefits under another social security pension scheme.

Before removal on eligibility-related grounds, the concerned authority issues at least 15 days' notice to the beneficiary. Any objection submitted by the beneficiary is considered before a final decision is taken.

For certain cases, a proposed list of beneficiaries to be removed is displayed on the notice board of the concerned Block or Circle Office for one month, allowing time for objections before the final order is passed.
