Scheme Introduction: A Brief Overview
The Madhya Pradesh Mukhyamantri Bal Ashirwad Yojana is a compassionate initiative of the Madhya Pradesh government designed to give orphaned children and young people leaving childcare institutions a real chance at a stable and independent future. Launched on 23 August 2022 and implemented statewide by the Department of Women and Child Development, the scheme addresses two critical needs that often go unmet.
First, it supports children under 18 who have lost both parents and are living with relatives or guardians by providing monthly financial assistance so they can continue their education and meet basic needs without becoming a burden on their caregivers. Second, it helps young adults (care leavers) who have spent years in government or recognised childcare institutions by offering financial support, skills training, internships and higher-education assistance so they can transition successfully into mainstream society.
The scheme operates under the framework of the Juvenile Justice (Care and Protection of Children) Act and is delivered through a transparent online portal. Applications are processed free of cost, approvals are given by district-level committees headed by the Collector, and funds are transferred directly into bank accounts. Under the Bal Ashirwad Scheme, the government continues to honor its key pledges, ensuring that eligible beneficiaries steadily receive the ₹4,000 monthly sponsorship alongside complete after-care assistance. Meanwhile, youth leaving institutional care also receive ₹5,000 monthly, paired with skill training and higher education support.
In essence, the Madhya Pradesh Bal Ashirwad Yojana stands as the state government's practical and heartfelt commitment that no child who has lost parental care should ever be left without support or hope. It ensures that orphaned children receive the financial assistance needed to grow up with dignity, while young people raised in institutions leave with the skills, education, and monetary backing required to build independent and stable lives of their own.
Scheme Benefits
The Bal Ashirwad Yojana scheme offers two distinct streams of support:
Sponsorship (for children below 18 years)
- Monthly financial assistance of ₹4,000 is deposited into a joint bank account of the child and the relative/guardian.
- Support is given for a minimum of one year and can be extended up to the age of 18 if the family’s economic condition does not improve.
- The District Programme Officer shares eligible children's details with the Chief Medical and Health Officer for Ayushman card issuance.
After Care (for care leavers aged 18 and above)
- Internship support: ₹5,000 per month for up to one year.
- Vocational training (ITI, Polytechnic, nursing, hotel management, etc.): free training plus ₹5,000 per month for up to two years.
- Higher education (technical, medical, AYUSH or law courses entered through NEET, JEE or CLAT): monthly assistance ranging from ₹5,000 to ₹8,000 plus payment of tuition fees as determined by the fee regulatory commission.
Eligibility Requirements
For Sponsorship
- The child must be a permanent resident of Madhya Pradesh.
- Both parents must have passed away.
- The child must be below 18 years of age and living with a relative or guardian.
- The child should not already be receiving benefits under the Mukhyamantri Covid-19 Bal Seva Yojana.
- The Child Welfare Committee must declare the child as one in need of care and protection.
For After Care
- The young person must have lived continuously in a recognised childcare institution for at least five years (including the year of release).
- Relaxation of the five-year requirement is available for orphaned or abandoned children.
- The individual should not be receiving adoption or foster-care benefits (periods spent in those arrangements may still be counted if the child returns to an institution).
- Support continues for the duration of the course or until the age of 24, whichever is earlier.
Required Documents
Commonly required documents include:
- Aadhaar card of the child and the guardian
- Birth certificate of the child
- Death certificates of both parents
- Residence proof / Samagra ID/ration card
- Joint bank account details (DBT-enabled)
- School certificates or mark sheets
- Passport-size photographs
- Income certificate of the guardian (where applicable)
Steps to Apply
As per official SCPS guidelines, applications for the Bal Ashirwad Scheme are processed through officers. Here is the step-by-step process:
For After Care (Care Leavers - 18 years and above)
- The Superintendent or Manager of the childcare institution identifies all children who are completing 17 years of age while staying in the institution.
- An Individual Care Plan (ICP) is prepared for each identified child.
- Separate lists and databases are created for children who will go for:
- Internship
- Vocational training
- Higher education
- The cases are examined by the district-level committee (headed by the Collector).
- After scrutiny, the committee approves. Approval orders are issued every year through the official portal.
- The entire process is completed in advance so that financial support can start without delay.
Sponsorship (below 18 years)
- District Programme Officer / District Child Protection Officer identifies eligible families and helps fill out the application.
- The District Child Protection Unit prepares the Home Study Report and Social Investigation Report.
- After examining the report, the Child Welfare Committee declares the child as " in need of care and protection."
- Only children who receive this declaration from the CWC become eligible for the scheme.
- The District Child Protection Officer then forwards the complete list (along with the Home Study and Social Investigation Reports) to the district-level committee for final recommendation and approval.
- The district-level committee reviews the economic condition of the family every year and decides whether to continue or stop the benefit.
- Final approval is issued yearly on the portal, and the amount is transferred to the joint bank account.
