Scheme Introduction: A Brief Overview

The Chief Minister Rural Livestock Entrepreneurship Scheme (Mukhyamantri Gramin Pashudhan Udyogjogta Yojana) is a state-level initiative of the Government of Maharashtra implemented through the Agriculture, Animal Husbandry, Dairy Development and Fisheries Department, Government of Maharashtra. The scheme brings together various livestock and allied agricultural interventions under a broader framework aimed at promoting entrepreneurship in dairy farming, goat and sheep farming, poultry farming, fodder development, livestock management and related activities.

The scheme was introduced in early March 2026. The Maharashtra Department of Animal Husbandry and Dairying subsequently issued a supplementary notification in mid-April 2026, which expanded the framework by adding eligible farmer organisations to the silage plant component and introducing a dedicated pig-farming group distribution component. The supplementary notification also extended the existing 4% interest-concession provision to pig farming.

The Mukhyamantri Gramin Pashudhan Udyogjogta Yojana forms part of the livestock-related initiatives under the Viksit Maharashtra 2047 framework. The original guidelines focus on creating an integrated ecosystem for giving an entrepreneurial character to dairy farming, poultry farming, and livestock rearing as allied agricultural activities. The scheme covers multiple areas, including dairy farming, goat and sheep farming, poultry entrepreneurship, fodder development, interest concession on eligible livestock-related loans, and the use of Artificial Intelligence and Machine Learning-based technologies in livestock management.

Financial assistance is not uniform across all components of the scheme. Several individual-benefit components provide 50% assistance to General Category beneficiaries and 75% assistance to Scheduled Caste/Scheduled Tribe beneficiaries, while some components have their own prescribed assistance limits, project costs, and conditions. Therefore, the applicable subsidy depends on the specific component, project, and beneficiary category.

In addition to the livestock entrepreneurship initiatives, the Government of Maharashtra is also implementing dedicated schemes for the welfare and support of farmers. The Maharashtra Birsa Munda Krishi Kranti Yojana provides financial and developmental assistance to tribal and other eligible farmers for agricultural improvement and related activities, while the Maharashtra Magel Tyala Saur Krushi Pump Yojana supplies solar-powered irrigation pumps to farmers on demand, encouraging sustainable and energy-efficient farming practices.

Major Benefits Under the Scheme

The Maharashtra Chief Minister Rural Livestock Entrepreneurship Scheme provides different forms of assistance depending on the component selected by the beneficiary.

• Support for dairy farming projects involving cows or buffaloes.
• Support for goat and sheep farming projects.
• Assistance for eligible poultry farming projects.
• Support for silage harvesting and baling equipment under the fodder development component.
• A 4% interest concession on eligible loans taken for specified livestock and allied businesses, subject to the prescribed conditions.
• Assistance for livestock management technologies such as sensors or smart collar belts for cows and buffaloes.
• A new 5+1 pig farming group with insurance under the April 2026 supplementary GR.
• Livestock distributed under relevant components are required to be registered on the Bharat Pashudhan Portal as prescribed.

Dairy Farming Component

The component supports a five-cow/buffalo dairy project with livestock, insurance, shed, and equipment.

• Total project cost: ₹11,35,180
• Livestock: ₹5,00,000, Insurance: ₹5,60,180, Shed: ₹3,00,000, Equipment: ₹2,75,000
• Subsidy: 50% for General Category (₹5,67,590) and 75% for SC/ST (₹8,51,385)
• Subsidy is released in two stages
• 5% reservation for persons with disabilities and 30% for women

Dairy Eligibility

• Minimum 1 acre of own land or a registered lease of at least 5 years (not applicable to forest-right holders)
• Government/non-government institutional training or 2 years of dairy farming experience
• Training can be completed after selection but before receiving subsidy

Goat and Sheep Farming Component

The component supports a 50+5 goat/sheep group with insurance, shed, and equipment.

• Total project cost: ₹11,38,554
• Subsidy: 50% for General Category (₹5,69,277) and 75% for SC/ST (₹8,53,915)
• Subsidy is released in stages
• 5% reservation for persons with disabilities and 30% for women

Goat and Sheep Eligibility

• Minimum 1 acre of own land or a registered lease of at least 5 years (not applicable to forest-right holders).
• Government/non-government institutional training or 2 years of goat/sheep farming experience.
• Animals to be purchased through the prescribed purchase committee.

Poultry Farming Component

The scheme supports poultry entrepreneurship through specific project components, including rearing of 3,000 to 5,000 indigenous/improved meat birds. Project costs and subsidies (50% for General Category and 75% for SC/ST) are prescribed in the Government Resolution. Beneficiaries need at least 20 gunthas of land (or a registered lease of 5 years) and 2 years of poultry-business experience or recognised training.

Poultry Incubation Component

Assistance is provided for an incubator and hatcher with a weekly capacity of 1,000 eggs along with a solar unit.

• Total project cost: ₹3,40,000
• Subsidy: 50% for General Category and 75% for SC/ST

Fodder Development and Silage Plant Component

Assistance is provided for a silage harvester (four rows) and silage baler.

• Equipment cost: up to ₹26 lakh
• Subsidy: 50% for General Category and 75% for SC/ST
• Applicant must have at least 10 large livestock or 100 goats/sheep and own a minimum 50 HP tractor

4% Interest Concession for Livestock Enterprises

A 4% interest concession is available on eligible loans for goat/sheep, cow/buffalo, poultry, fodder processing, and animal-feed manufacturing projects.

• Maximum benefit: ₹4 lakh
• Provided as a back-end subsidy through DBT after full loan repayment

AI and Smart Collar Assistance for Livestock Management

Sensors/smart collar belts are provided for cows and buffaloes at ₹5,000 per animal, along with a gateway (₹10,000) for one cattle shed.

• Applicable for farmers having 5 to 40 cows/buffaloes
• Assistance: 50% (maximum ₹1 lakh per beneficiary)
• Animals must be registered on the Bharat Pashudhan Portal

Eligibility Requirements

Eligibility under the scheme depends on the beneficiary category and conditions prescribed for the respective component.

• Must belong to the prescribed beneficiary category of the selected component.
• Land: Minimum 1 acre of own land for dairy/goat components or a 5-year registered lease (not required for forest-right holders).
• Priority Order for Beneficiary Selection
  • Extremely marginal farmers (holding up to 1 hectare)
  • Marginal farmers (holding 1 to 2 hectares)
  • Forest-right holders
  • Women Self-Help Group members
• Training or a minimum of 2 years of practical experience in the relevant activity.
• 5% reservation for persons with disabilities.
• 30% reservation for women (in Dairy & Goat/Sheep components).
• Only one person from a family can receive the benefit under the scheme.
• No similar benefit taken from Central/State schemes in the last 3 years.
• Applicable in all districts of Maharashtra except Mumbai & Mumbai Suburban.

Required Documents

The documents required depend on the selected component; the specific document list is as follows:

• Land ownership record or prescribed registered lease document.
• Forest-right documentation
• Training certificate or prescribed experience certificate.
• UDID certificate for eligible persons with disabilities.
• Self-help group membership certificate, wherever applicable.
• Local veterinary/livestock development officer's certificate, wherever prescribed.
• Bank project approval or loan sanction documents for loan-linked components.
• Tractor registration certificate for the prescribed silage equipment component.
• Self-declaration regarding shed availability and other component-specific conditions.
• Bank account details for DBT.

Steps to Apply

To apply for Mukhyamantri Gramin Pashudhan Udyogjogta Yojana, follow the steps below:-

• First, visit the mahadbt.maharashtra.gov.in Portal.
• If you are a new user, click on New User Registration and complete the registration using your Aadhaar-linked mobile number.
• After registration, log in with your login details.
• Go to "Apply for Scheme" or search for "Mukhyamantri Gramin Pashudhan Udyogjogta Yojana" (or the specific component like Goat/Sheep or Poultry).
• Fill the online application form carefully with correct details.
• Upload all the required documents.
• Submit the application and note down the Application/Reference Number for tracking.

How does the application process work?

• The Commissioner of Animal Husbandry and Dairy Development prepares the annual schedule for applications.
• Applications are invited online within the prescribed period.
• Applications received are scrutinised online.
• Eligible beneficiaries are selected by the designated committee through a random selection process.
• District-wise targets are determined while considering the geographical and local business environment.
• Applicants who cannot be provided benefits because of insufficient funds may be placed on a waiting list.
• Applications are invited every year for the relevant schemes.
• Applicants remaining on the previous year's waiting list receive priority as prescribed.
• Selected beneficiary lists are published through the designated official system.
• Selected beneficiaries are informed by the concerned Assistant Commissioner/Animal Husbandry and Dairy Development authorities.

Subsidy Payment and DBT

The Maharashtra Chief Minister Rural Livestock Entrepreneurship Scheme follows a direct-benefit mechanism for eligible subsidy payments.

• For individual-benefit schemes, subsidy is deposited directly into the beneficiary's bank account through DBT after livestock purchase or project completion.
• In project-based schemes, subsidy may be released in stages after completion of prescribed milestones.
• The 4% interest concession is provided as a back-ended subsidy after repayment of the eligible loan and submission of the required bank certificate.
• Beneficiaries are responsible for any expenditure exceeding the prescribed project cost.
