Scheme Introduction: A Brief Overview

Gyan Jyoti Savitribai Phule Aadhaar Scheme is a Maharashtra Government scheme for eligible students from the OBC, VJ, NT and SBC categories who pursue higher education after Class 12 but cannot get admission to a government hostel. Under this scheme, the government provides financial assistance to help students meet food, accommodation and subsistence expenses during their studies. The assistance provided under the scheme is transferred directly to the student's Aadhaar-linked bank account. The Other Backward Bahujan Welfare Department, Government of Maharashtra is the nodal department for the scheme.

Under the scheme, eligible students can receive financial assistance of ₹60,000, ₹51,000, ₹43,000 or ₹38,000 for 10 months, depending on the location of their educational institution. The highest assistance of ₹60,000 applies to students studying in Mumbai City, Mumbai Suburban, Navi Mumbai, Thane, Pune, Pimpri-Chinchwad and Nagpur. The revised assistance rates also cover other divisional cities, municipal corporation areas, district areas and eligible taluka areas.

To apply for the Gyan Jyoti Savitribai Phule Aadhar Yojana, the student must be a Maharashtra resident, belong to an eligible category and have a valid caste certificate. The student must have completed Class 12, secured at least 60% marks or an equivalent grade/CGPA and meet the prescribed parental income limit of ₹2.50 lakh per year. The student's Aadhar must be linked to a nationalised bank account, and the student must not be a resident of the same city or taluka where the educational institution is located.

The scheme covers both professional and non-professional higher education courses recognised by the competent authority. Students must maintain at least 75% attendance and pass each academic year to continue receiving the benefit. The scheme generally assists for a maximum of 5 years, while engineering and medical students can receive the benefit for up to 6 years, subject to the prescribed conditions. Students already receiving benefits under the Pandit Deendayal Upadhyay Swayam Yojana are not eligible for this scheme.

The scheme provides 600 seats per district, covering up to 21,600 students across 36 districts. Selection takes place according to the prescribed merit and category rules, with 70% of seats allocated to professional courses and 30% to non-professional courses. The scheme also provides the prescribed reservation provisions for eligible categories, women, persons with disabilities and orphan students.

Eligible students can submit their Gyan Jyoti Savitribai Phule Aadhar Yojana application through the HMAS online portal. The application process includes registration, Aadhar authentication, selection of scheme and academic details, submission of personal and educational information, document upload, bank account details and application submission. After submission, students can use the portal to check their application status and hostel selection status. The department issues admission schedules from time to time, so applicants should follow the latest schedule before applying.

Scheme Benefits

Gyan Jyoti Savitribai Phule Aadhar Yojana provides financial assistance to eligible students who cannot get admission to a government hostel. The government deposits the approved assistance directly into the student's Aadhaar-linked bank account to help meet food, accommodation and other living expenses during higher education.

Financial Assistance Under the Scheme

The amount of assistance depends on the location of the educational institution. The revised rates apply for 10 months and include separate amounts for food, accommodation and subsistence expenses.

The department provides the approved assistance in four instalments. The first instalment is released after the application is approved, while subsequent instalments are linked to the prescribed attendance requirements. The total assistance is payable for 10 months of the academic year.

Eligibility Requirements

Students must meet the prescribed educational, residential, income, category and accommodation conditions to receive benefits under the Gyan Jyoti Savitribai Phule Aadhaar Yojana. The main eligibility conditions are as follows:

Eligibility Conditions to Apply

• The applicant must be a resident of Maharashtra.
• The applicant must belong to the OBC, VJ, NT or SBC category and have a valid caste certificate.
• The student must have completed Class 12 and should be pursuing higher education in a professional or non-professional course.
• The student must have secured at least 60% marks or an equivalent grade/CGPA for admission to the eligible course.
• The student's parent or parents must have an annual income of not more than ₹2.50 lakh. If the Central Government revises the income limit applicable to post-matric scholarships, the corresponding revised limit will apply.
• The student's Aadhaar must be linked with a nationalised bank account.
• The student must not be a resident of the same city or taluka where the educational institution is located.
• The student must be eligible for admission to a government hostel but should not have received admission to a government hostel.
• The educational institution and course must be recognised by the relevant competent authority such as AICTE, MCI, Pharmacy Council, Council of Architecture, State Government or another equivalent authority.
• The student's age must not exceed 30 years.
• The student must not be employed or engaged in any business.
• The student must not be receiving benefits under the Pandit Deendayal Upadhyay Swayam Yojana.
• Students entering a course in the middle of the academic programme can also apply, subject to the prescribed conditions.
• Students with an education gap can apply if they meet the prescribed age and other eligibility conditions.

Conditions to Continue Receiving the Benefit

• The student must maintain at least 75% attendance.
• The student must pass each academic year to continue receiving the benefit.
• If the student fails an academic year, the benefit will not be provided during the failure period.
• After passing the failed academic year, the student can resume the benefit, subject to the maximum benefit period.
• One ATKT is allowed under the scheme. A second ATKT makes the student ineligible for further benefits.
• The student must submit the semester examination result within 15 days as required under the scheme guidelines.
• The student can receive the benefit only for the prescribed duration of the course and within the maximum benefit period allowed under the scheme.

Selection and Reservation

Eligible students are selected on a merit basis within their respective categories. The scheme reserves 70% of available seats for professional courses and 30% for non-professional courses. The prescribed category and horizontal reservation rules also apply during selection.

Steps to Apply

Eligible students can apply for the Gyan Jyoti Savitribai Phule Aadhaar Yojana through the HMAS online portal. Applicants need to complete Aadhaar authentication, enter their personal and educational details, upload the required documents, provide bank account details and submit the application after checking all the information.

1. Visit the official HMAS application portal.
2. Register on the portal by entering your username, password, mobile number and email ID and verify the account through OTP.
3. Log in to your account and complete Aadhaar authentication using your Aadhaar number and OTP.
4. Select your category, caste, income, college district, college taluka, service type, academic year and application type on the dashboard.
5. Fill in your personal details, including your marital status and parent or orphan details, and enter your caste certificate details.
6. Enter your current and permanent address and provide the required parent address and contact details.
7. Enter your current course details, including college, course, qualification, admission year, year of study and other required educational information.
8. Add your past qualification details, including examination, board or university, passing year, result, percentage and education gap details, where applicable.
9. Upload all the required documents through the Upload Document section and check each uploaded file before proceeding.
10. Complete the other details section and provide the required information about maintenance allowance, disability, previous government hostel admission and course availability, where applicable.
11. Enter your bank account details and upload a copy of your bank passbook.
12. Select and arrange your preferred hostels where the portal requires hostel preferences.
13. Preview the complete application and check the details and uploaded documents carefully.
14. Read the declaration, agree to the declaration and submit the application through the portal.
15. After submission, use the Application Status section to check your application status and view the hostel selection status.

Note 1: Applicants should keep their login details and application information safe after submission. The HMAS portal also provides an option to download the submitted application form and payment receipt from the application status section.
